The City of Chesterfield is accepting applications for the position of Human Resources Manager. This is a full-time, exempt position. The position performs supervisory, administrative and professional work, developing and administering City personnel policies, practices and employee benefits. This position is responsible for developing and administering all programs related to benefits, compensation, employee records, employee relations and ensures programs comply with federal laws governing all personnel practices.
Principal duties include maintaining up to date knowledge of COBRA, ADA, FMLA, FLSA, HIPAA, USERRA, ERISA and other federal and state laws regarding employment and benefits. Coordinating human resources functions, assist in determining staffing and resources requirements, recruiting prospective employees, overseeing new employee orientation, monitoring compliance with state and federal employment regulations, assisting with disciplinary appeals, responding to requests for unemployment compensation, preparation of reports for executive staff as requested, including analysis of existing or proposed programs or benefits. This position will also research and recommend effective personnel practices, will interact with department heads and other City staff in developing and implementing new programs or procedures while keeping the Director of Finance fully informed. The Human Resources Manager develops and maintains human resources systems. Oversees the analysis, maintenance and communication of personnel records as required by law, helps organize special events and employee relations functions, leads the wellness committee, coordinates, plans and facilitates employee health and fitness activities and programs, and supervise one direct report.
The ideal candidate will possess knowledge of Human Resources principles and practices, and municipal government operations and administration, knowledge of local, state, and federal laws, rules and regulations as applied to the activities and programs of municipal government. Must be able to communicate clearly, both orally and in writing. Ability to plan, assign, direct and administer personnel and benefits practices. Ability to establish and maintain effective working relationships with others, research, compile records, prepare reports, and meet deadlines. Working knowledge of Windows-based word processing and spreadsheet packages that meet the current city standard. Ability to maintain confidentiality.
Completion of a Bachelor Degree program in Human Resources, Business Administration, public administration, or a related field is required and five (5) years of experience in human resources or an equivalent combination of education and experience preferred. Human Resources Industry certifications or credentials highly preferred. Salary range of $90,996 to $127,400 and a hiring range to $101,000 – dependent on experience and qualifications.
