Job Description
Performs responsible staff work performing varied assignments in relieving a high level administrator of administrative detail. Performs a variety of administrative staff assignments which may not follow a prescribed routine, but rather, consist of general assignments to relieve the administrator of administrative detail and other matters not requiring the administrator’s personal attention. Supervises employees of department engaged in staff support services. Prepares, maintains, and balances financial transactions in one or more functional areas. Prepares or assists in the preparation of complex and involved fiscal and statistical statements and reports.
Essential Functions/ Job Competencies/ Physical Requirements
KNOWLEDGE, SKILLS AND ABILITIES:
Working inside an office closely with others and alone, and traveling by car 5% of the time. Work requires simple grasping, sitting, standing, walking, light carrying and lifting (under 24 pounds). Ability to see, write, count, read, hear, operate office equipment, operate motor vehicle, identify shades of colors, and depth perception is needed to perform essential functions.
Essential Functions And Responsibilities
Bachelor’s degree from an accredited college or university in Business or Public Administration

Four (4) years work experience in progressively responsible and varied office management or staff work in a public or private organization, including experience in personnel management, budgeting or procurement, or accounting, which includes two (2) years at a supervisory level.
Valid Licenses and Certifications
Valid Texas Drivers License*
Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

- Knowledge of general accepted accounting and financial principles, practices, and procedures, and of their applications to a variety of accounting transactions and problems.
- Knowledge of general office procedures, practices, systems and equipment, as applied to financial operations.
- Knowledge of financial databases and relevant computer applications.
- Knowledge of business English, spelling, and arithmetic.
- Knowledge of modern office practices, procedures, methods, and equipment.
- Knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets and monitoring program costs.
- Ability to keep moderately complex records, to assemble and organize data, and to prepare reports from such records.
- Ability to provide effective leadership and coordination in developing solutions, recommending new techniques, and supervising staff.

Essential Functions And Responsibilities
- Manages lease agreements, concession agreements, and other airport contracts for collection of rent, charges, and fees.
- Participates in the production of departmental records, reports, billings, legal documents, statistical reports, handbooks, list data bases and files, general and correspondence, etc.; reviews and inspects subordinate's work to ensure accuracy and completeness of the same.
- Orders, verifies receipt, and maintains office equipment and supplies; places supply orders and initiates service calls on copiers, personal computers, printers, telephones, etc.; determines equipment needs to enhance the efficiency of the office; coordinates and monitors maintenance of the office and/or building.
- Reviews, analyzes, and assists in the preparation of the departmental budget; provides recommendations to the department director regarding budget adjustments.
- Reviews, studies, and analyzes operational procedures as directed by an administrator; prepares detailed and comprehensive reports of findings and recommendations.
- Coordinates and participates in special projects as directed by the administrator; reviews policies and procedures as directed; interprets guidelines and disseminates required information.
- Coordinates and monitors purchasing procedures to ensure proper funds are charged; verifies, estimates, and recommends purchases; processes purchase orders and maintains purchase contracts.
- Serves as an aide to an administrator; composes correspondence; arrange conferences; interprets administrative policy; relays instruction of policy and procedure revisions.
- Receives inquires from the public by letter, telephone, or in person and furnishes information or directs the inquiry to the proper source of answer.
- Reviews pamphlets, articles, lengthy correspondence, and changes in codes, ordinances, and rules and regulations to ensure office procedures and production remains in compliance with local, State and Federal regulations; reports findings to the administrative superior.
- Conducts research on an assigned subject; compiles administrative data and statistics; and secures material for use in preparation of speeches or reports.
- Prepares or edits annual or other periodic reports, news releases, and special articles.
- Monitors construction contracts, prepares bid specifications.
- Attends staff meetings to resolve and/or discuss changes in departmental policy and procedures.
- Assists in maintaining good communication between staff, visitors and other business contacts.
- Must follow all rules of telephone courtesy in all telephone communications.
