The City of Charlottesville is seeking candidates to be considered for the position of Digital Media Lab Specialist for Jefferson Madison Reginal Library who are highly motivated and who strive for success by demonstrating Charlottesville's Core Values of Leadership, Trust, Creativity, Respect, and Excellence.   

The preferred starting salary for this position is $19.04 Hourly and $39,603.20 Annually. This is a full-time, non-exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement, and continuing education/training opportunities.

  • The City of Charlottesville manages its own retirement system and does not participate in VRS; however, the City has a Portability Agreement with VRS and there are certain provisions that must be met. This position performs responsible technical duties in the troubleshooting, maintenance and security of computer hardware and software used in the Jefferson-Madison Regional Library (JMRL) Central Library. Works under the general supervision of the Supervising Technology Services Librarian.

  • Installs and maintains computer software and hardware used by Central Library.
  • Configures, installs, and troubleshoots library computers and printer hardware and software.  Analyzes and repairs hardware and software problems.
  • Monitors public use of Digital Media and Maker Space.
  • Assists with system administration of Linux webserver.
  • Provides training and assistance with website design, use of the digital media lab and makerspace, and other technical support to patrons and member clients/organizations.
  • Troubleshoots and conducts routine maintenance of equipment in the digital media lab and makerspace.
  • Serves as acting department head in the absence of the department manager.
  • Works a flexible schedule including days, evenings, and weekends.
  • Responsible for appropriate use and maintenance of JMRL equipment, tools, and other resources, including work time.
  • Regular and reliable attendance.
Other Duties:
  • Performs additional duties to support operational requirements as apparent or assigned.
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Bachelor’s degree and  proficiency in software applications and Microsoft operating systems, along with working knowledge of website design, content, and maintenance, and IT skills in hardware, operating systems, testing, maintenance, troubleshooting, and providing technical instruction.
OR
  • Associate’s degree and 2 years of related experience, and knowledge of software applications and Microsoft operating systems, knowledge of website design, content, and maintenance, and IT skills and abilities related to hardware, operating systems, testing, maintenance, troubleshooting, and instruction.
OR
  • High School diploma or GED and 4 years of related experience, and knowledge of software applications and Microsoft operating systems, knowledge of of website design, content, and maintenance, and IT skills and abilities related to hardware, operating systems, testing, maintenance, troubleshooting, and instruction.
OR
  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred:
  • Experience working with responsive web design, graphics, computer security, and time management software.
Certifications/Licenses/Other Requirements:
  • Valid Virginia driver’s license and maintain an acceptable driving record.
  • Required to successfully pass a pre-employment background check.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS: 
Job Knowledge:
  • Thorough knowledge of computers including configuration, installation and troubleshooting.
  • Knowledge of software applications and Microsoft operating systems.
  • Knowledge of website design, content, and maintenance.  
  • Knowledge of library policies and procedures related to computer use and patron conduct.
Reading:
  • Intermediate: Ability to read and understand written materials such as newspapers, technical journals, multi-step instruction manuals, and reference materials.  
Writing:
  • Basic: Ability to write simple letters, paragraphs and sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.  Maintains required records.
Math:
  • Advanced: Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods and functions of real and complex variables.
Communication Skills:
  • Intermediate: Provide and receive complex information. May include interactions that involve stressful, negative situations requiring significant tact and the ability to diffuse aggressive behavior and reach consensus. Elements of persuasion may be necessary to gain cooperation and understanding. Establishes and maintains effective working relationships with staff, leaders, and the public.  Ability to communicate IT information to non-expert staff and patrons.
Independence and Decision-Making:
  • Requires General Direction: Normally performs the job by following general instructions or established standard operating procedures and/or policies.  There is some discretion when making decisions among a few easily identifiable choices of the appropriate procedure or policy to apply to duties.       Performance is reviewed frequently..
Technical Skills:
  • Advanced: High level skills and extensive knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Proficiency in Microsoft Office applications and/or departmental software.
Fiscal Responsibilities:
  • No budgetary/fiscal responsibilities.
Supervisory Responsibilities:
  • No responsibility for direction or supervision of others.

Physical Demands:
  • Medium Work:  Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Work requires constant uses hands and fingers to set up, troubleshoot, and repair desktop computers. Requires pushing/pulling, bending, kneeling, stooping, crawling, maneuvering to install and service equipment.
  • Must be able to communicate information and ideas so others will understand.  Must be able to exchange accurate information in these situations.
  • Ability to observe details at close range (within a few feet of the observer).
Machines, Tools, Equipment, Software and Hardware:
  • Typically requires use of standard office equipment and telephone, and Maker Space and digital media lab related software and hardware; and any other equipment as appropriate or as assigned.  
Work Environment:
  • Work is performed in office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust, electrical currents, in and around confined spaces.
  • The noise level in the work environment is usually quiet.
