SUMMARY

Supervisor of a large crew involved in the maintenance and repair of roadway infrastructure. The Labor Crew Chief operates heavy equipment, assigns and coordinates activities of crew personnel and records labor, equipment and material usage on jobs completed.

Major Duties and Responsibilities:

  • Supervises/Participates in large-scale field operations that include maintenance and repair.
  • Supervises operation/maintenance of assigned equipment including heavy equipment, trucks, shovels, etc.
  • Prepares estimates of time and materials by computing quantities such as square yards and cubic yards of materials.
  • Maintains equipment assigned in daily operation.
  • Ensures work is completed as scheduled and meets construction standards.
  • Directs workers in transportation services to ensure work is performed properly and materials are used as they should be.
  • Sets grade and works from grade stakes and cut sheets.
  • Resolves worker problems or collaborates with employees to assist in problem resolution.
  • Ensures work crew complies with work rules, safety rules, and OSHA regulations.
  • Participates in loading and unloading materials, supplies, and equipment.
  • Operates vehicles, hand tools, and power-operated equipment.
  • Creates daily reports and paperwork to be entered into Cityworks.
  • Communicates effectively with the public regarding inquiries about construction projects.
  • Trains and develops employees as needed through worker motivation, equipment performance, work methods, and customer service.
  • Evaluates employee performance and prepares performance appraisals.
  • periodically works one-week periods of On-call duty.

Knowledge, Skills & Abilities:

  • Transportation- Knowledge of principles and methods for moving people or goods by road specifically, including laws and ordinances regulating the operation of vehicles.
  • Construction- Knowledge of materials, methods, tools, and procedures used in the construction and maintenance of streets.
  • Customer and Personal Service- Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Administration and Management- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources
  • Safety- Knowledge of OSHA, City, and Federal rules and regulations, as well as work hazards and applicable safety precautions of the assigned work.
  • Personnel and Human Resources- Knowledge of principles and procedures for personnel selection and training.
  • Technology/Computer Skills- Knowledge of computer applications such as Kronos and Microsoft Office.
  • Mathematics- Knowledge of simple arithmetic and measurement dimensions such as square feet and cubic square feet.
  • Management of Personnel Resources- Motivating, developing, and directing people as they work, identifying the best people for the job.
  • Communication Skills – Conveying information effectively through speaking and writing and understanding information others give through speaking and writing.
  • Time Management- Managing one’s own time and the time of others.
  • Decision Making Skills – Efficiently and effectively makes choices. Considers the cost and benefits of potential actions through understanding of others’ possible reactions
  • Monitoring- Monitoring/Assessing the performance of yourself and others to make improvements or take corrective action.
  • Physical Abilities include but are not limited to: sitting, standing, bending, twisting, reaching, kneeling/squatting, walking, driving, crawling, climbing, lifting and carrying (up to 60lbs), shoveling, pushing, and pulling

Ability to successfully complete a skills assessment

Preferred Qualifications:

  • Class A Tanker endorsement
  • Fork-Lift Certification
  • OSHA 10-Hour Certification
  • 3 years of experience in general construction, labor, and maintenance, or similar work
  • 2 years of supervisory experience.
  • 2 years of roadway construction.

Minimum Qualifications:

  • High School/ GED
  • Requires 2 years of experience in supervision, general construction, labor, and maintenance, or similar work.
  • Valid Class A commercial driver’s license with ability to obtain and maintain a City Driving Permit. Must have actively held and utilized their Class A CDL license for a minimum of 6 months.
  • Ability to obtain a CDL tanker endorsement within 6 months of hire.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
