POSITION DESCRIPTION
Class Title: Utility Billing Clerk

GENERAL PURPOSE
Performs a variety of routine clerical, administrative, and data processing work in the billing of utility and other public services.
Serves as a backup for payroll processing and accounts payable.
SUPERVISION RECEIVED
Works under the supervision of the City Clerk and Deputy Clerk.
SUPERVISION EXERCISED
Generally, none. May supervise part-time or temporary staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Processes meter reading data; prepares and mails customer utility bills.
Reviews utility bills for accuracy and re-calculates any incorrect bills.
Assures accuracy of meter readings and directs rereading of meters where there appears to be an inconsistency between readings for present and previous months.
Enters daily customer receipts into computer and posts transactions to customer ledgers. Reconciles utility billing and customer accounts receivable.
Pursues collection of delinquent utility accounts, including preparation and mailing of final notices, establishing and monitoring rate schedules, customer follow-up account research, preparing liens and credit bureau accounts.
Monitors unclaimed property records and does appropriate filing with State of Iowa on yearly basis.
Processes work orders for utility disconnections, reconnections, new orders, and other public works service requests. Manage work orders for consumption issues; monitor and interpret usage trends; proactively reach out to residents to discuss findings and ensure accurate data resolution.
Collects and maintains accurate meter deposit and lien exemption records.
Prepares bank deposit and balances cash register amount to daily
receipts received each day.
Receives telephone calls and citizens visits concerning utility billings or services; handles customer questions and responds to customer complaints.
PERIPHERAL DUTIES
Interprets city ordinances relating to utility services. Provides general administrative assistance to the water & wastewater superintendents.
Responsible for opening business office each a.m., ie., phone, cash register and unlock doors.
Serves as a backup to the deputy clerk for payroll processing and month end balancing
Job Type: Full-time
Pay: $21.00 - $23.00 per hour
