Description
Under the direction of the General Maintenance Superintendent, the General Maintenance Administrator oversees, coordinates, and manages the daily operations of citywide facilities, fleet, custodial, street, and right-of-way maintenance. This position is responsible for planning and supervising maintenance activities, managing vendor contracts, ensuring compliance with regulations, and optimizing resources to maintain City-owned infrastructures. The General Maintenance Administrator serves as a senior supervisor, overseeing assigned staff while working collaboratively with the General Maintenance Superintendent to implement operational goals and objectives. The General Maintenance Administrator may act in the capacity of the General Maintenance Superintendent in their absence; performs related work as required.
Examples of Duties
- Plan, coordinate, and oversee maintenance and repair activities for City facilities, fleet, custodial services, streets, and right-of-way areas to ensure operational efficiency and compliance with safety standards.
- Supervise, train, and evaluate assigned maintenance personnel, including Maintenance Supervisors, ensuring effective workforce management and adherence to established work standards and policies.
- Assist in the development and implementation of maintenance schedules, work assignments, and operational procedures to improve service delivery and resource utilization.
- Administers and implements City’s National Pollutant Discharge Elimination System (NPDES) / Storm Water Compliance Programs, and compliance with Safe Clean Water Program and Measure W requirements.
- Monitor and assess infrastructure conditions, prioritize maintenance and repair projects based on need, urgency, and budgetary constraints.
- Oversee procurement of equipment, materials, and supplies for maintenance operations, ensuring cost-effective purchasing and proper inventory management.
- Manage and administer vendor contracts for custodial services, fleet maintenance, street repairs, and facility upkeep, ensuring compliance with City standards and contractual obligations.
- Conduct field inspections to monitor work progress, ensure quality control, and address maintenance or safety concerns.
- Assist the General Maintenance Superintendent in budget preparation, expenditure tracking, and cost management for maintenance operations.
- Coordinate with internal departments, contractors, and external agencies regarding infrastructure maintenance projects, facility enhancements, and operational improvements.
- Respond to public inquiries, complaints, and service requests related to general maintenance issues, ensuring timely and professional resolution.

MINIMUM QUALIFICATIONS: EDUCATION and EXPERIENCE
- Education: Bachelor’s degree in Public Administration, Business Administration, or a related field.
- Experience: Three (3) years of experience in facilities maintenance, fleet operations, custodial services, or street maintenance, including two (2) years in a supervisory capacity.
Physical and Environmental Conditions
- Work is performed indoors in an office environment and outdoor field settings, including right of ways.
- Prolonged standing, walking, bending, kneeling, and reaching during field inspections and maintenance activities.
- Sitting for prolonged periods of time using a computer keyboard and screen as well as for administrative tasks.
- Dexterity of hands and fingers for use of standard office equipment, hand tools, and maintenance-related equipment.
- Exposure to various weather conditions while monitoring parks and landscaped areas.
- Possibility of exposure to chemicals, solvents, dust, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration and noise.
- Driving a vehicle on City business as needed.
- Mobility, vision, hearing and dexterity levels appropriate to the duties to be performed.
Required Licenses and Certificates:
- Possess a valid California class “C” driver’s license.
ANNUAL VACATION – After 6 months of continuous services, each employee is eligible for a vacation of 6 days. After five years of continuous services and employee is eligible for a vacation of 17 days, with an annual accrual up to a maximum of 22 days.
HOLIDAYS – The City of Cerritos recognizes 11 holidays, plus one floating holiday designated by the employee.
SICK LEAVE – The City provides all paid sick leave. Sick leave with pay for all non-exempt employee shall accrue at the rate of one working day for each full calendar month of the employee's service and any such leave may accrue without limit. At termination, the City will compensate the employee leaving City service for one-half of all accrued sick leave earned.
HEALTH PLANS – All employees and their dependents are provided with a contribution to a comprehensive group health plan. The City will contribute monthly to active employees the cost of PERS Platinum family coverage which can be applied towards any PERS insurance plan.
DENTAL and VISION PLAN – All employees and their dependents are covered through Delta Dental and Vision Services Program (VSP).
RETIREMENT – Retirement benefits are under the provisions of the California Public Employees' Retirement System (PERS). The City does not participate in Social Security. Your PERS benefit may affect your Social Security benefit. For more information please refer to Social Security publications. All employees are subject to the mandatory 1.45% Medicare contribution.
TRAINING AND EDUCATION REIMBURSEMENT – Participation in the City's Educational Reimbursement Program is available to all non-probationary City employees who wish to undertake independent studies to improve their job skills. The City provides $3,500 per year for tuition reimbursement.
LONG-TERM DISABILITY – Employees are provided benefits under a Long-Term Disability Plan after the expiration of an appropriate waiting period.
SHORT-TERM DISABILITY – Employees may purchase benefits under a Short-Term Disability Plan after the expiration of an appropriate waiting period.
