Job Summary 

The Street & Stormwater Maintenance Foreman is a working foreman who serves as the lead worker on field crews engaged in the maintenance and repair of City streets, rights of way, and stormwater facilities as assigned. The Foreman also supervises the work of skilled and unskilled crew members in the assigned division(s), participates in the completion of Field Operations projects, maintains adequate inventory of materials and supplies, and ensures that all safety and regulatory requirements are met.

Essential Duties and Job Responsibilities

  • Serve as the lead worker on field crew(s) within the assigned division(s), spending 60% - 80% of the work week actively engaged in maintenance activities.
  • Lead and supervise Equipment Operators in all aspects of street and storm water maintenance, including but not limited to: operating light and heavy equipment, cleaning and mowing drainage ways, trimming brush, mowing rights of way, repairing potholes, repairing concrete, grading, crack sealing pavement, performing large and small asphalt patches, resurfacing streets, establishing work zones, repairing guardrail and hand rail, sweeping streets, clearing streets and rights of way of debris.
  • Lead and supervise Equipment Operators in emergency operations, including but not limited to: sanding and de-icing roadways, bridges, and sidewalks during inclement weather; cleaning up streets and rights of way after storms and natural and manmade disasters; and establishing, monitoring, and removing traffic control work zones for incidents, hazardous conditions, emergencies, events, and other situations as required.
  • Supervise field crew(s) and equipment operators within the assigned division(s). 
  • Ensure safety practices are followed.
  • Assign and review work.
  • Hire, onboard, train, evaluate, and discipline assigned employees.
  • Prioritize work, inspect future job sites, and develop work plans for assigned division(s).
  • Demonstrate proper work methods and ensures that proper policies and procedures are being followed, that work and safety standards are being maintained, and that work schedules are being met.
  • Conduct regular safety meetings and demonstrates proper and safe operation of equipment in the field while performing field work.
  • Troubleshoot problems or issues of concern that may impede maintenance crews’ ability to perform the assigned work and implements corrective actions through consultation with department leadership and engineers.
  • Make necessary arrangements for jobs requiring heavy and light equipment.
  • Ensure that storage facilities and job sites have appropriate level of supplies, materials, and equipment available to perform the assigned work.
  • Inform department leadership of condition of equipment for equipment replacement planning; informs department leadership on the development of equipment and material specifications and makes purchasing recommendations; assists Public Works Operations Manager in purchasing supplies and materials.
  • Maintain work orders and the work order system specific to the assigned division(s) and monitors to ensure that employees are making appropriate and accurate entries in a timely manner.
  • Inspect field operation projects for completeness, quality of work, and compliance with mandated standards.
  • Assist in repairing water leaks, sewer leaks, and other Public Works & Utilities problems.
  • Check oil, water, fuel, tires, and hydraulic system, and performs other routine inspections to ensure heavy equipment vehicles are in proper working condition.
  • Perform such other related duties as may be required.
  • Escalate customer complaints to a Public Works Operations Manager, Engineer, or Assistant Director.
  • This role is a City safety sensitive or DOT role that will require random drug screening. 

Required Qualifications 

Education & Experience

  • High School Diploma or the equivalent
  • Seven (7) or more years of progressively responsible experience in the operation, maintenance, and construction of streets, sidewalks, rights of way, and/or drainage facilities (required); at least two (2) years of which were in a leadership, mentorship, or supervisory position (preferred)
  • OR any approved equivalent combination of experience and training which provides the required knowledge, skills, and abilities


Certification & License

  • Texas Class A Commercial Driver’s License, with an acceptable driving record or the ability to acquire within (1) year of hire pending availability of class offerings (required)
  • IMSA, TEEX, or approved equivalent Work Zone/Flagger Certification (required)
  • IMSA Signs and Pavement Markings Technician I & II certifications, or the ability to obtain within one (1) year of hire
  • Texas Department of Agriculture Non-commercial Herbicide Applicators License, or the ability to obtain within one (1) year of hire
  • Certified Storm Water Inspector certification or the ability to obtain within one (1) year of hire
  • Passing the City of Cedar Park Equipment Operator Proficiency Test (required) 
  • Backhoe Training Certificate (required)

Knowledge, Skills & Abilities

Knowledge of:

  • The safe operation of the light and heavy equipment used and of the provisions of the Texas Motor Vehicle Code related to the operation of light and heavy motorized equipment
  • Methods, practices, materials, and equipment used in the construction, operation, and maintenance of streets, sidewalks, stormwater facilities, and related facilities
  • Texas Manual on Uniform Traffic Control Devices (TMUTCD)
  • General construction and repair methods
  • Personnel policies and procedures
  • Applicable laws, regulations, ordinance, and activities of the Public Works Department


Skill/Ability to:

  • Effectively communicate instructions to subordinates and interpret and follow instructions from supervisors.
  • Assess problems and appropriately delegate resources.
  • Read and understand construction drawings prepared by professional engineers.
  • Prepare concise and accurate reports.
  • Supervise and motivate employees.
  • Ensure safety practices are followed.
  • Establish and maintain effective working relationships with co-workers, subordinates, City officials, other City departments, and the general public. 
  • Engage in proficient and effective communication, both written and oral.
  • Load, transport, and unload necessary light and heavy equipment and materials for assigned projects.
  • Correctly and safely operate heavy equipment including, but limited to: front end loader, excavator, backhoe, skid steer, forklift, mower, street sweeper, woodchipper/shredder.
  • Effectively prioritize and execute tasks in a high-pressure environment.
  • Service and make minor repairs on equipment, applying safety standards to prevent hazards.
  • Climb ladders, work at heights (including a bucket truck), and perform physically demanding tasks
  • Operate small office equipment, including copy machines or multi-line telephone systems and computers for data entry and performance evaluations. 
  • Operate tools and machinery including, but not limited to: pneumatic and electric jackhammers, mechanical and manual saws, mechanical and manual hammers, hammer drills, sledgehammers, pickaxe, Maddox, digging bars, and other hand-held power tools, including other rotating and vibrating power tools.


Work Conditions 

Physical Demand

  • This position must be able to be scheduled for on-call rotation to respond to emergencies and after-hour repair needs.
  • Ability to lift up to 50 lbs. and drag and pull up to 100 lbs. 
  • Able to sit for periods of time driving to various sites
  • While performing the duties of this job, the employee is regularly required to stand, walk, sit, use hands to finger, handle, or feel; reach with hands and arms, climb or balance; stoop, kneel, squat, or crawl; talk or hear and taste or smell. 


Environmental Demand

  • As an essential employee, this position is subject to regular work hours, after-hours callouts, and scheduled overtime during special events and emergencies, which can include inclement weather, flooding, Police and Fire department assistance, and other planned or unforeseen circumstances, including such events that occur during or outside of the on-call rotation.
  • Uniforms provided 
  • Indoor and outdoor conditions, including work performed in adverse weather conditions
  • Works in environments where exposure to industrial chemicals is routine; responsible for safely handling, transporting, and operating equipment in accordance with hazardous materials protocols and company safety standards.

Salary : $61,547 - $92,331
