**Human Resources (HR) Specialist Position**
We are seeking a qualified Human Resources (HR) Specialist to join our team in Cedar Falls. The ideal candidate will have at least two years of increasingly responsible experience in human resource management or a related field.
The successful candidate will possess knowledge in the laws, operations, services, and activities of comprehensive human resource management functions. A bachelor's degree with major coursework in human resources, business, public administration, organizational psychology or a related field is required.
A Society for Human Resources Management-Certified Professional (SHRM-CP) certification is preferred.
The HR Specialist will perform a variety of technical and analytical work involved in the administration of the city's human resource management and legal services programs. This includes:
- Risk management/loss control
- Employee relations
- Civil service processes
- Job safety and related training
- Job classification
- Compensation
- Performance management

- Recruitment
- Training systems
The individual may also prepare job posting/testing announcements, review applicant materials for minimum qualifications, assist with preparing, scheduling, and assisting with the employee interview and preemployment screening process as needed.
The HR Specialist will assist with the onboarding and termination of employees, process changes related to employee job classifications, pay rates, benefits, deductions and other changes necessary for payroll or personal record processing.
The specialist will coordinate personnel record keeping functions for the City and maintain the confidentiality of the records.
They will respond to and resolve difficult and sensitive situations, inquiries, and complaints as necessary.
The HR Specialist will administer aspects of workers' compensation/Iowa Code Chapter 411 programs and general leaves of absences, including Family & Medical Leave Act (FMLA).
They will review policies and procedures with city departments, make recommendations to revise policies, and ensure compliance with all applicable laws and safety standards.
The HR Specialist may serve as liaison to the Cedar Falls Human Rights Commission and/or Civil Service Commission, attending meetings and providing planning, operational, administrative and recordkeeping support.
They may act as the Americans with Disabilities Act (ADA) and Title VI Coordinator for the City.
The HR Specialist will provide highly responsible technical and administrative assistance to the Human Resources Manager or other Finance and Business Operations Staff.
Candidates meeting the minimum qualifications will complete a position-related questionnaire for Civil Service testing requirements.
Upon a conditional offer of employment, successful completion of a post-offer, pre-employment physical and drug screen will be required.
The expected employment offer will be in the $28.583 – 35.731 range, depending on qualifications.
