Incumbent is responsible for proactively leading and managing the activities and operations relating to recreation, aquatics, ice arena, and museum initiatives.REPORTING STRUCTURE:
Receives general guidance from the Recreation Manager and higher-level management staff.1. Exercises direct supervisory authority over assigned operations to include: authorizes time-off; approves payroll and hiring; coordinates staffing and operational activities; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe work environment.
2. Assists in the management, prioritizing, and assignment of activities for recreation and museum facilities, including services from other departments and outside agencies; provides administrative support to the Recreation Manager, prepares and presents operational plans and other necessary correspondence.
3. Manages the activities for the operations of the Recreation Center, Ice Arena, Aquatics facilities and Fort Caspar Museum; identifies resource needs; recommends and implements policies and procedures; sets objectives and procedures for workgroups within the divisions.
4. Provides strategic direction and leadership for assigned areas by setting clear priorities, aligning operational goals with departmental and organizational objectives, and ensuring consistent progress toward performance outcomes.
5. Oversees and evaluates the operation and maintenance of recreation and museum facilities; monitors and approves programming, scheduling, and public use of recreation and museum facilities; administers rental and lease agreements with user groups.
6. Assists with budget preparation and administration; prepares recommendations and cost estimates and justifications for budget items; submits and approves invoices for payment, and monitors expenses to align with the budget allocated utilizing the City’s central financial software system.
7. Assists with developing, planning, and implementing goals and objectives for the Recreation Center, Ice Arena, Aquatics, and Museum Facility operations; ensures that operations are compliant with federal, state, and local laws, regulations and ordinances.
8. Identifies, designs, and implements programs, classes, leagues, events, and services that meet community needs and generate sustainable revenue.
9. Collaborates with the Public Engagement Division to develop and implement promotional strategies and materials to increase program participation and facility rentals.
10. Prepares operational and statistical reports; tracks and analyzes program participation, revenue trends, and cost recovery rates.
11. Keeps current on new trends and innovations in recreation operations, as well as community recreation needs.
12. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
13. Performs other duties of a similar nature or level.

•High school diploma or equivalent (G.E.D.) required.
•Bachelor’s Degree in recreation management, leisure studies, business administration, or a closely related field preferred.
•Minimum of two (2) years of experience working as a supervisor.
•Minimum of two (2) years of increasingly responsible experience in recreation programs and/or facilities or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed below.
LICENSING and CERTIFICATIONS
•Possession of a valid Wyoming driver’s license preferred.
