About the Role

The City of Casper is seeking a dynamic, experienced Public Transit Manager to oversee our transit division’s daily operations, strategic initiatives, and long-term planning. This leadership role ensures efficient, compliant, and community-responsive transit services, while advancing innovative transportation solutions for our growing city.

Reporting to the Community Development Director, this position is responsible for managing staff, budgets, compliance reporting, and public engagement efforts. Incumbents are responsible for overseeing the activities and operations related to public transit operations and initiatives.

REPORTING STRUCTURE:
Receives general guidance from the Community Development Director.

Typical Class Essential Duties

1. Exercises supervisory authority over the assigned division to include: authorizing time-off; approving payroll and hiring; coordinating staffing and operational activities; ensuring that training and development are provided to staff; providing consistent accountability with disciplinary actions (as warranted); in addition to maintaining a healthy and safe work environment.

2. Coordinates the organization, staffing, and operational activities for the Public Transit Division, including compliance with safety programs, route operations, and transit marketing programs.

3. Participates in the development and implementation of goals, objectives, and priorities for Public Transit; identifies resource needs; recommends and implements policies and procedures.

4. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative support systems, and internal reporting relationships; identifies opportunities for improvement, and directs the implementation of changes.

5. Manages and participates in the development and administration of the Public Transit Division budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approving of expenditures; directs the preparation and implementation of budgetary adjustments as necessary.

6. Compiles, prepares, and presents operational and statistical reports, contracts for services, and related documents.

7. Manages training initiatives, monitors, and complies with certification requirements for all transit personnel including compliance with the Federal Transit Administration (FTA).

8. Participates on various boards, commissions, and/or committees as necessary; attends and participates in professional group meetings, stays abreast of new trends and innovations in the field of transportation; and acts as liaison with user agencies and other regional agencies for public transit.

9. Ensures compliance with applicable local, State, and Federal laws, rules, and regulations governing public transit.

10. Coordinates with the City’s ADA Coordinator on all transit grievances related to disability discrimination, and with the City’s Title VI Officer to ensure that all transit services and related benefits are distributed in an equitable manner.

11. Oversees the required grant reporting and budget compliance role for the Transit Division to ensure conformity with all applicable Federal, state, and local regulations.

12. Responds to and resolves citizen concerns and complaints.

13. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

14. Performs other duties of a similar nature or level.

  • Present accurate and reliable reports which contain findings, set direction and offer recommendations to achieve desired goals and end results.
  • Follow all City safety rules and procedures and immediately respond to/investigate observations or employee reports of accidents/incidents or unsafe conditions.

Training, Experience & Certifications

Education and Experience:
  • High school diploma or equivalent (G.E.D.) required.
  • Minimum of two years of experience working as a supervisor.
  • Minimum of three years of increasingly responsible experience in transit operations or other transportation modes.
  • Bachelor’s degree in transportation planning or public/business management preferred or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.

Licensing and Certification Requirements (positions in this class typically require):

  • Possession of a valid Wyoming Driver’s License preferred.

As a condition of employment, the successful candidate must utilize direct deposit for payroll purposes.
Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.
Physical Requirements:
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Incumbents in this position work primarily indoors in an office setting with frequent telephone, radio, and related equipment noise. Frequent fieldwork related to repair activities, incident investigation, etc. is also likely, regardless of weather conditions. Supervisor may be exposed to noise and fumes.

Paid Time Off (PTO): The City of Casper (City) recognizes that a period of leisure, or recreation, away from the job is beneficial. A new full-time employee will receive an advance of 80 PTO hours on their start date. Each full-time employee’s PTO accrual is limited to a total of 720 hours, which equates to 18 weeks (40-hours per week) of PTO.
