What are the responsibilities and job description for the Public Works Director position at City of Casa Grande?
Our Public Works Department is responsible for daily maintenance and upkeep of City infrastructure, design and construction of new or improved public assets, management of safe and efficient city-wide transportation and sewer networks, and the expedient review of development projects. The department currently has 107 employees working in 8 divisions: Administration, Engineering, Airport, Equipment Maintenance, Streets, Facility Maintenance, Wastewater Collections & Treatment, and Sanitation Collection & Landfill. The department’s fiscal year 2026/2027 operational budgets total (all funds) $34.8 million.
For the upcoming FY26/27, the City’s Public Works Department has proposed a Capital Improvement Project (CIP) budget totaling $138.8 million. This investment encompasses several active projects throughout the City, including roadway construction and improvement initiatives, as well as expansions to the water reclamation facility and sewer infrastructure systems.
We’re seeking an accomplished professional to join our high-functioning, collaborative, and forward-thinking team, assuming responsibility for a variety of complex management and technical work in planning, organizing, directing, and supervising the various operations of the department. Exceptional communication and interpersonal skills are essential to success in this vital role, as is establishing a position of trust with the City elected officials and the development community. Our current director is retiring after almost 20 years in the position.
The ideal candidate will bring a combination of technical credibility, operational leadership, and people-management skills. Casa Grande is specifically seeking someone with strong field, utilities, and development experience, not simply a purely administrative or engineering-focused executive. We are seeking a knowledgeable, collaborative, and forward-thinking Public Works Director who can provide strategic direction while remaining hands-on, and who will bring strong operational judgement, the ability to evaluate and refine organizational structures, possess strong project management skills, and a clear vision for how to increase efficiency, integrate technology, and support staff across all divisions. The Director must be financially astute, be a creative problem-solver, and be able to partner closely with other department directors. We want someone who can coach and empower employees, leverage next-generation talent, and foster a culture of accountability, innovation, and continuous improvement.
We anticipate applicants will have an appropriate degree and at least seven years of increasingly responsible experience as a Public Works Director or in a responsible position in a similar function. An advanced degree and Professional Engineer license are preferred. The (full) annual salary range for the position is $140,891 to $196,543, plus monthly auto and technology allowances. Benefits include retirement, fully paid health, life, dental and vision insurance (City contributes 60% of the cost of dependent coverage) 11 paid holidays, paid PTO, along with a fast-paced, exciting and challenging work environment.
