Job Summary:
The City Collector serves as the front-line representative of City Hall, managing utility billing, permit intake, public inquiries, and coordination with Public Works. This role is responsible for accurate billing and payment processing, issuing building permits, tracking citizen service requests, and maintaining positive interactions with the public. The Collector ensures front desk operations are professional, responsive, and organized, supporting daily city functions and resident services.
Responsibilities:
Involved in all aspects of utility billing, including water, sewer, and trash services; process payments, generate bills, handle delinquencies, and respond to billing questions.
Receive and process building permit applications; ensure documentation is complete and fees are collected.
Coordinate with the Building Inspector to schedule inspections and update permit records accordingly.
File and manage service orders in MuniLink or other systems; communicate directly with Public Works on water turn-ons, shut-offs, maintenance needs, and citizen concerns.
Handle walk-in, phone, and email inquiries from the public related to billing, permits, or city services.
Maintain and reconcile petty cash in accordance with city policies and procedures.
Track, log, and follow up on maintenance or service requests from citizens or City staff.
Maintain organized files for billing, permits, inspections, and service orders.
Prepare daily deposit reports and assist in financial balancing as directed by the City Clerk or City Administrator.
Collaborate with other administrative staff to improve efficiency of front office operations.
Maintain professionalism, confidentiality, and accuracy in all interactions and records.
Support other City Hall staff as needed to ensure smooth customer service and administrative workflow.
Skills:
Strong interpersonal skills and professional communication, both in person and over the phone.
Experience in billing, payment processing, and/or permit tracking systems (e.g., MuniLink, QuickBooks, or similar software).
Ability to stay organized and manage time effectively in a busy front-desk environment.
Knowledge of basic financial procedures, such as reconciling petty cash and processing deposits.
Ability to work collaboratively with Public Works and other departments to coordinate city services.
Proficient in Microsoft Office (Word, Excel, Outlook) and digital recordkeeping.
Work Environment:
This position is primarily performed in an office setting and may involve occasional lifting of file boxes, scan documents, and working at a computer for extended periods.
Qualifications:
High school diploma or equivalent required.
Prior experience in customer service, billing, permitting, or administrative roles preferred.
Municipal experience is a plus but not required.
