JOB SUMMARY: This position is responsible for supervising the 2” water crew activities. This position is also responsible managing the City’s floodwall/levee systems and inflow and infiltration program, which includes knowledge of the sanitary sewer and stormwater infrastructure systems and coordination with the Stormwater Division.
MAJOR DUTIES:
- Oversees work of design consultants to ensure designs conform to the City’s ordinances, engineering standard specifications and standard drawings. Ensures contract obligations are met, manages plan review comments, reviews right-of-way and easement documents, reviews contract documents and specifications, and ensures all required permits has been issued. Maintains project records.
- Prepares permit applications, project plans and specifications, project descriptions, project time lines, and engineer’s estimates.
- Attends and organizes public meetings, assists in right-of-way acquisitions, meets with property owners to answer questions and follows up with permitting authorities to ensure compliance.
- Manages the bidding phase of the projects, organizes and attends the pre-bid meetings, answers questions and issues addenda, and opens and evaluates bids.
- Oversees the work of the contractor, reviews shop drawings, construction schedules and traffic control plans, ensures compliance with plans and specifications, coordinates with Construction Inspectors and assists in addressing construction issues and provides construction engineering when necessary, reviews payment requests, organizes and performs final completion inspections, completes all project close-out requirements.
- Oversees and manages the retainage of engineering firms and contractors to provide professional services for projects.
- Reviews improvement plans for compliance with City standards and specifications.
- Supervises 2” Water Crew to ensure projects or service requests are completed according to set standards and procedures.
- Works closely with 2” Water Crew Foreman in scheduling assigned work for service requests, maintenance and repairs and evaluation of staff.
- Oversees the operation of the City’s flood protection systems, which includes Cape LaCroix Creek and Walker Branch flood control channels, the LaSalle detention basin, and the Mississippi River floodwall/levee system and coordinates closely with the Stormwater Division.
- Oversees maintenance of the City’s flood protection systems, coordinates with regulatory agencies, and performs routine reporting.
- Assists with field inspections of the City’s flood protection systems.
- Investigates complaints and public inquiries and follows up with various types of communication.
- Performs research and prepares reports as requested.
- Attends City and public meetings as directed.
- Performs other related duties as assigned.
KNOWLEDGE AND SKILLS REQUIRED BY THE POSITION:
- Knowledge in project management and contract administration.
- Knowledge of civil engineering principles related to streets, traffic and hydraulics.
- Knowledge of Local, State and Federal regulations and standards for stormwater, sanitary sewer and water systems.
- Skill in record keeping.
- Skill in computers usage and various software programs.
- Skill in oral and written communication.
- Knowledge of safety standards and precautions related to operations, maintenance and construction.
- Skills or experience in the supervision of personnel.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Civil Engineering or closely related engineering field of study OR knowledge and level of competency commonly associated with the completion of a Bachelor’s degree in a course of study related to the occupational field.
- Must possess and maintain a valid driver’s license.
- Past experience sufficient to thoroughly understand the objectives and functions of flood protection systems to ensure the City’s compliance with State and Federal regulations and knowledge of sanitary sewer, water and stormwater systems.
- Two (2) years’ experience.
- Licensed Professional Engineer.
Non-Licensed Professional Engineer Salary per year $51,949 plus a generous benefit package.
Licensed Professional Engineer Salary per year $57,322 plus a generous benefit package.
