This is an open examination. All applicants must be a U.S. Citizen or have a permanent resident card and be a college graduate with a Bachelor's degree in Civil Engineering or a related field, as deemed acceptable by the City Engineer.General Statement of Duties:
- This is a responsible and professional position with moderate-level managerial responsibilities
- Perform professional work which involves the application of engineering knowledge and skills to the design and construction of public works projects
- Direct and coordinate activities department staff as they relate to engineering and related aspects of projects and department functions
- Work is performed under the general direction of applicable professional staff and is subject to review upon completion
- Assignments are usually broad in scope with opportunity for the use of professional judgment
- Application of sound technical principles, practices, and judgment at various levels of project design and construction
- Work is performed in accordance with applicable laws, codes, and regulations
- This position is responsible for the direction of work and manner of accomplishment of assigned personnel
- This position reports to the City Engineer
Minimum Qualifications:
- Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or a related field as deemed acceptable by the City Engineer
- At least four (4) years of civil engineering experience or an equivalent combination of education, experience and/or training as deemed acceptable by the City Engineer
- Must possess a valid State of Ohio Driver’s License at all times
Preferred Qualifications:
- Passing score on Fundamentals of Engineering (FE) Exam
- Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering
- Possession of a license issued by the State of Ohio to practice as a registered Professional Engineer
Required Knowledge, Skills, and Abilities:
- Thorough knowledge of the principles and practices of civil engineering as applied to plan development, design, and construction of public works projects
- Knowledge of construction materials, methods, and safety standards as related to engineering design, construction, and related standards and specifications
- Ability to plan projects and prepare related designs, estimates, and specifications
- Ability to instruct subordinate engineering personnel in proper work methods and standards to the design and construction of a variety of public works projects
- Skill in the use of engineering and surveying instruments and equipment
- Ability to prepare technical and administrative reports
- Ability to analyze situations and develop workable solutions
- Ability to effectively communicate and present ideas verbally and in writing
- Ability to establish and maintain effective working relationships as appropriate with elected officials, department heads, city employees, other agencies, the development, engineering, and construction community, the general public, etc.
- Ability to effectively supervise assigned personnel
- Proactive training and continuing professional development
Examples of Work:
- Conduct preliminary studies and prepare designs for public works improvements related to street paving, roadway construction, storm drainage, sanitary sewers, bridges, traffic flow, street lighting, sidewalks, curbs, streetscapes, and related aspects
- Develop specifications, estimates, and standards for public works projects
- Consult with developers, architects, engineers, contractors, and others regarding proposed developments, associated utilities, and applicable permits and regulations
- Advise and answer technical questions regarding various projects
- Review and approve construction plans and specifications prepared by consulting engineers, the Ohio Department of Transportation, and others for the City
- Ensure that plans are in compliance with applicable City codes, specifications, and other requirements
- Manage and supervise applicable employees in the investigation, development, and design of various types of public works projects as well as in daily operations
- May assist in scheduling and supervising inspectors of public works construction projects
- Review project plans, construction specifications, material testing requirements, safety standards, shop drawings, quantity measurements, change orders, etc. with inspectors
- Review pay requests from contractors and consultants and process accordingly
- Identify problems and potential problems, and recommend solutions to senior management as necessary
- Provide detailed information and guidance to employees in personnel matters
- May assist in resolving employee complaints, grievances, and discipline according to the Collective Bargaining Agreement and/or the City's policies and procedures
- Prepare and maintain records and reports delineating the activities of the department
- Keep abreast of professional developments in the field of civil engineering by reading and studying journals and trade magazines, affiliation with local professional or trade organizations, and attendance to professional or trade workshops and conferences
- Coordinate efforts as needed with various departments, agencies, representatives, and the general public
- May represent the City in contracts with other governmental jurisdictions, attorneys, utility companies, contractors, and the general public on matters pertaining to the City Engineering Department, including various types of communication and interaction with parties interested in public works projects and related problems
- Supervise assigned staff activities on a daily basis
- Train employees as appropriate

IMPORTANT NOTICE TO VETERANS
