Purpose of Position
The purpose of this position is to maintain City facilities. The main functions include recycling activities and building and grounds maintenance. The work is performed under the direction of the Public Works Director.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Mows and trims grass, cut weeds, plants flowers and shrubs, trim trees and performs landscaping work.
- Provides snow removal of City Hall, Library, Public Safety, Earl Park and parking lot walkways.
- Perform recycling activities specifically curbside collection.
- Operates a variety of equipment including trucks, mowers, tractors, skid loader, backhoe and various tools and equipment for various projects.
- Picks up trash and litter; empties downtown trash receptacles.
- Provides building maintenance and janitorial services for City buildings as assigned.
- Ensures compliance with all appropriate City policies and does so in a professional manner.
- Assists with community beautification projects, assists with parade and festival setups and cleanups, puts up and takes down holiday decorations.
- Provides reservoir and trail maintenance including all mowing, restrooms, trash collection and grounds maintenance.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
- Assists Airport, Cemeteries, City Hall, Parks, Street and other departments, and schedules work projects and a variety of other Public Works maintenance and repair duties as instructed on as as-needed basis by the Public Works Director.
- Performs routine janitorial work, and equipment maintenance and repairs.
- Handles and resolves customer concerns politely and efficiently.
- Perform other duties as assigned.
Minimum Education or Experience Required
High school diploma or G.E.D.

Knowledge, Skills, Abilities
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
- Ability to utilize computers and have knowledge of Microsoft Office suite products and GIS.
- Ability to analyze and categorize data and information to determine the relationship of the data with reference to established criteria/standards. Ability to compare, count, differentiate, measure, assemble, copy, record and transcribe data and information. Ability to classify, compute and tabulate data.
- Ability to counsel, mediate and/or provide first-line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretations regarding the application of policies, procedures and standards to specific situations.
- Ability to develop and utilize a wide variety of forms, descriptive data and information such as work orders, budgets, maintenance records, safety regulations, blueprints, diagrams, maps, burial records, time sheets, cemetery records, ordinances, repair manuals and general operating manuals.
- Ability to communicate effectively with department personnel, other City departments, the general public, contractors, vendor representatives, prison work crew members, and community service workers.
- Ability to communicate orally and in writing with corrections authorities, general public and recycling personnel.
- Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing and controlling.
- Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria, as opposed to criteria that are clearly measurable.
- Ability to operate equipment and machinery requiring complex and rapid adjustments, such as trucks, trailers, tractors, heavy equipment, mowers, trimmers, mechanic’s hand tools, concrete tools, saws and carpenter’s tools.
- Ability to pass drug screening.
- Ability to reliably and predictably carry out duties.
Supervision
Involves leadership role such as occasional directing of others to complete assignments, which may include work study students, temporary support, part-time staff, or other individuals temporarily assigned in one’s area of responsibility.

The noise level in the work environment is usually loud. May be exposed to gas, diesel fuel, oil, asphalt, construction dust, paint, and wood treatments. 60%-70% of the work for this position may be outdoors. The stress level associated with this position is above average.
