OVERVIEW: Position is responsible for performing cashier duties within the Street Occupancy Permit unit of the Department of Transportation. This includes reviewing, issuing, and collecting payment for Street Occupancy permits. Work includes daily contact and interaction with the public. In this customer-facing role, reliability and punctuality are required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Core responsibilities of this position include, but are not limited to, the following:

  • Staffs the Street Occupancy permit desk and welcomes and assists individuals meeting with Department staff in a professional manner.
  • Reviews street occupancy permit applications submitted online and in person for completion and accuracy. Contacts applicants with follow-up questions and instructions.
  • Approves or disapproves permit applications and requests based upon City regulations, policies and procedures.
  • Answers phone calls regarding permitting. Checks voicemails and emails throughout the day and responds in a timely manner. Investigates and responds to customer complaints. Understands permits issued by other Departments and directs customers to those permit applications as appropriate.
  • Assists customers with the various permit application processes in person and over the phone.
  • Assists customers inquiring about street occupancy permits.
  • Collects permit fees in the form of cash, check, and credit card. Prepares refund requests.
  • Balances daily receipts collected for permit fees and prepares financial and statistical reports.
  • Runs reports daily and weekly to follow up on payments, permit extensions, etc. Flags applications that are not in compliance.
  • Supports Permit Coordinator on Special Events tasks when needed, including issuance of permits and coordination with event organizers.
  • Performs other related duties as needed.

MINIMUM QUALIFICATIONS:

  • Knowledge of standard office procedures.

  • The ability to work with limited direct supervision and accurately perform assigned duties in a timely and professional manner.

  • Must be able to communicate effectively with a diverse range of people including citizens, staff, and other City Department personnel, in person, by email, and by phone.

  • Must be able to handle pressures of contact with the general public, respond to customers in a courteous and professional manner, and maintain confidential information.

  • One to two years’ experience with Microsoft Word, Outlook, Excel, and data systems required. The City may require that candidates take and pass a computer skills proficiency test in Microsoft Outlook, Word, and/or Excel as part of the interview process.

  • Experience using municipal government permit databases preferred. High school education or equivalent required; Associate degree preferred.

  • Must show a high degree of self-motivation.

  • Experience in an office environment with comparable skills desirable.

  • Demonstrated ability to manage time and attendance.

PHYSICAL DEMANDS:

Ability to access, input, and retrieve information from a computer. Ability to operate office equipment including copiers, printers, scanners, fax, base radios, paper and electronic file system. Executes multiple tasks involving keyboarding, telephones, writing, bending, reaching, and lifting up to 15 lbs. WORK ENVIRONMENT:

Standard office environment with fluorescent lighting, carpeted floors, air-conditioning. The noise level in the work environment is moderately loud, which can elevate with phone calls and walk in members of the public. Busy office work environment characterized by multiple work demands.

COMPENSATION PHILOSOPHY

The City of Cambridge is committed to providing fair, transparent, and competitive compensation to all employees. The salary range listed in this job posting reflects the full range for this position's pay grade (Steps 1–10). New employees joining the organization are hired within the hiring range, Steps 1 through 5, with placement at the midpoint reserved for the most qualified candidates. Starting placement is based on directly related education and experience relative to the minimum qualifications of the position, required licenses or certifications, internal equity with current employees, and relevant labor market factors. Employees progress through the 10 steps over time through the City's established step and pay progression policies.

This compensation philosophy applies to non‑union positions. For union positions, please refer to the applicable collective bargaining agreement.
