Description
The City of Caldwell is looking for a Public Works Director. The principal function of this employee is to direct and manage the public works and engineering activities of the City of Caldwell. This is an appointed position serving at the pleasure of the Mayor and Council. The work is performed under the general direction of the City Council and direct supervision of the mayor. Direct supervision is exercised over the city's engineering, streets, water, wastewater, stormwater, electrical, sanitation, irrigation, airport, parks, recreation, and mapping departments; and the Caldwell Event Center. The principal duties of this class are performed in a general office environment.
Responsibilities
- Plans, organizes and oversees the design, construction, operation and maintenance of public works and engineering programs, projects and activities.
- Works closely with the city engineer, deputy directors of water quality and transportation, and delegates tasks as appropriate.
- Manages and coordinates department work, project, and personnel activities in the engineering, street, water, wastewater, stormwater, electrical, sanitation, irrigation, airport, parks, recreation, and mapping departments; and the Caldwell Event Center.
- Directs the strategic planning, policy development and data collection and reporting activities of the department.
- Oversees the preparation and monitors the activities of the operational, capital improvement and capital equipment budgets.
- Oversees the development of designs, plans, specifications, division masterplans, and other working papers related to proposed planning, forecasting, engineering, construction, maintenance, and improvement projects.
- Develops and delivers reports and presentations to the City Council and public groups concerning policies, projects and regulatory compliance issues.
- Explains specifications, negotiates contracts, and monitors the activities of contractors, developers, engineers and consultants involved in the department’s studies, evaluations and Capital Equipment and Improvement programs.
- Reviews and analyzes methods, equipment, and performance to find ways of increasing effectiveness, improving results, or effecting economies maintenance activities throughout public works departments.
- Develops and prepares City policy and ordinance revisions relating to public works activities for Council consideration.
- Coordinates program and emergency services with airport, water, street, wastewater, sanitation, irrigation, parks, recreation, and electrical departments; and emergency service managers and the Caldwell Events Center.
- Serves on the City’s utility grievance board.
- Directs record keeping and supervises the preparation of necessary reports.
- Researches and responds to public inquiries concerning department activities and policies.
- Coordinates City response to economic development issues and their impact on public works projects.
- Serves as department spokesperson and news media liaison.
- Provides expert testimony in connection with legal actions involving City business and public works operations.
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.
- Responds to citizens’ questions and comments in a courteous and timely manner.
- Trains, assigns, prioritizes, supervises, motivates and evaluates the work of assigned employees.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Serves as a member of various boards as requested by the mayor.
- Performs other duties as assigned.
Minimum Qualifications
Education, Training, and Experience Required:
- Graduation from an accredited college or university with a Bachelor’s Degree in civil engineering, or other related field; and
- Extensive experience in public works engineering, operations, and management; or
- Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
Licenses, Certifications, and Other Requirements:
- Licensed as a Professional Engineer issued by the State of Idaho.
- Possession of a current and valid driver’s license.
- Successful completion of a pre-employment background check and drug test to include prescription medications.
