What are the responsibilities and job description for the SENIOR RESOURCES DEVELOPMENT TECHNICIAN (PROVISIONAL) position at City of Buffalo?
An incumbent to a position in this class manages various duties related to the capital improvement program through the drafting of bond resolutions, sale of municipal bonds or other municipal financing instruments and post issuance compliance. S/he compiles research material and information on capital programs and federal and state assistance programs for urban communities. The incumbent is responsible for analyzing data and preparing informative reports on same. Under general supervision of a department head, s/he exercises wide latitude for the exercise of independent judgment and may supervise personnel assigned.Extracts and analyzes data related to the City’s Capital Program;
Assures data integrity across multiple data systems;
Evaluates and prepares draft recommendations;
Assists with the sale(s) of various draft debt financing (General Obligation Bonds, Bond Anticipation Notes, etc.)
-negotiates with representatives of federal and state agencies for the funding of grant applications;
-coordinates the preparation and submission of forms/documents necessary for the payment/reimbursement of funds due;
-prepares progress reports covering capital programs and the department’s programs and activities funded by grant applications;
Performs related duties as required.Promotional:

• Provides for various information required within the closing documentation of debt financing;
• Initiates and manages the city’s debt reserve for capital projects spending/recoup as it relates to arbitrage;
• Provides information to Bond Counsel ensuring bond resolutions are properly certified, legally compliant and fully documented;
• Facilitate preparation for the Application for Exclusion of Self-Liquidating Debt;
• Supports the preparation of various reports by compiling and providing relevant information;
• Manages, assists and supports various functions and duties related to management of debt and capital projects;
