The Commissioner of Public Works, Parks and Streets serves as the head of the Department of Public Works, Parks and Streets.
Appointment and Removal
The Mayor appoints the Commissioner, subject to confirmation by the Council, and may remove the Commissioner at any time.
Qualifications
The Commissioner must meet one of the following criteria:
- Be a civil engineer with at least five years of professional experience;
- Have at least five years of full-time experience in a supervisory position in public service or business administration; or
- Possess an equivalent combination of training, education, and experience demonstrating the ability to perform the duties of the office.
Duties and Powers
The Commissioner shall:
- Exercise all powers and duties of the department, except those requiring a professional engineer’s license if the Commissioner does not hold such a license, in which case those responsibilities are delegated to the City Engineer;
- Serve as liaison between the department and other city departments or agencies involved in related matters;
- Supervise all personnel, programs, activities, and expenditures of the department; and
- Perform any additional powers or duties established by ordinance or law.
