Distinguishing Features of the Class
The Commissioner of Parking is the head of the Department of Parking and serves as the Chief Executive Officer of the Board of Parking. The Commissioner possesses the authority of the Commissioner of Traffic pursuant to New York State Vehicle and Traffic Law § 236 and the City Code (Chapter 307, §§ 307.1–307.15.2). The position involves overall management, supervision, and strategic direction of both on-street and off-street parking operations, including enforcement, revenue collection, and public outreach initiatives.
Appointment and Removal
The Commissioner is appointed by the Mayor, subject to confirmation by the Common Council, and serves at the pleasure of the Mayor.
Qualifications
The Commissioner must be a graduate of an accredited college or university and have at least three years of experience in the management, supervision, or administration of parking, traffic, or transportation operations.
Duties and Powers
The Commissioner is responsible for the overall management and supervision of the Department of Parking and the Parking Violations Bureau, including:
- Appointing staff necessary to perform departmental duties within approved budget appropriations.
- Managing on-street parking operations, including:
- Determining enforcement focus areas and schedules.
- Preparing budgets for the Department and Parking Violations Bureau.
- Scheduling meter and pay station collections.
- Assessing the adequacy of regulatory signage.
- Overseeing parking meter and pay station maintenance and repairs.
- Coordinating on-street and off-street parking initiatives, including City-owned parking ramps, to maximize efficiency and revenue.
- Leading public outreach and parking education initiatives to promote compliance.
- Serving as the Chief Executive Officer of the Board of Parking and exercising all off-street parking duties granted by the City Charter.
- Acting as the Commissioner of Traffic under New York State Vehicle and Traffic Law § 236.
The Commissioner ensures that parking operations are conducted efficiently, safely, and in compliance with applicable laws and ordinances.
