Distinguishing Features
- Head of the Department of Community Services and Recreational Programming.
- Oversees all departmental divisions and coordinates their activities.
- Responsible for providing facilities for research, planning, referral, and evaluation of departmental projects.
- Prepares or supervises preparation of county, state, and federal grant applications.
Appointment and Removal
- Appointed by the Mayor, subject to Council confirmation.
- Removable at the pleasure of the Mayor.
Qualifications
- Must possess training, education, and experience sufficient to perform the duties of the office.
Duties and Powers
The commissioner shall have all the powers and shall exercise all the duties hereinafter conferredupon the divisions of the department; shall administer, correlate and coordinate all the functionsof said divisions; shall provide facilities for the research, referral, planning and evaluating of anyof the projects within the purposes of the department; and shall prepare or have prepared by the
appropriate divisions applications for county, state and federal grants.

- Oversees the preparation of grant applications.
- Exercises authority over divisional directors and Deputy Commissioner.
