DISTINGUISHING FEATURES OF THE CLASS  

Incumbents to a position in this class conduct fiscal reviews of the Department’s budget with the intention of improving the fiscal position of the Department through review and analysis. This is an important fiscal management position involving responsibility for analyzing budget requests and monthly budget appropriation and expenditure reports to assure departments do not exceed their budgeted allocation and takes appropriate action as necessary. The Budget Administrator will also be responsible for the coordination, collection and processing of all budgetary and fiscal data and other related data needed to perform the duties of this position. Incumbents exercise independent judgment in many situations and are tasked with generating new ideas for revenue sources and expense savings. Expected to succeed in a fast-paced environment that changes frequently, and in some cases be the driver for this change. Immediate supervision is received from the department head, his/her designee, or an employee in a position so designated by the department head and the incumbent will work closely with the Department of Administration & Finance.

TYPICAL WORK ACTIVITIES

Act as confidential advisor to Commissioner regarding Department budget

Analyze fiscal cost data and reports to develop strategies for overall Department goals

Create policies regarding grant applications and budgets

Improves and assisting in designing new record systems and information management systems

Generate and implement ideas for improvement of the Department to increase efficiencies

Be the primary driver of the Department for generating new revenue or cost savings ideas

Prepares various reports and as requested

Performs related duties as required

A) Master’s Degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, in Business Administration, Accounting, or Finance and five (5) years of relevant full-time experience in fiscal management, accounting or auditing;

OR

(B) Bachelor’s Degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, in Business Administration, Accounting or Finance and seven (7) years of relevant full-time experience in fiscal management, accounting or auditing.


Note: Verifiable part-time experience will be pro-rated to meet full-time experience 

    requirements.  Proof of education must be presented at time of appointment.

ACCOUNTING EXPERIENCE is defined as the art or system of keeping financial records.  It is the recording, classifying, verifying and reporting financial data and presenting an analysis or interpretation of their significance.  It includes the preparation of financial statements and schedules.

AUDITING EXPERIENCE is defined as the art of confirming financial statements or documenting the veracity of financial data.  It includes a critical review of financial records and documents and an appraisal of fiscal procedures and operations.

EXAMPLES OF ACCEPTABLE EXPERIENCE is financial experience as a progressive leader, development of overall financial policies, ensuring proper financial controls are in place and that financial transactions support overall strategy, managerial support of all financial functions, independent research and implementation of new procedures, showing measurable monetary improvements, understanding and applying accounting rules and regulations.

 

EXAMPLES OF UNACCEPTABLE EXPERIENCE is bookkeeping experience with general and subsidiary ledger responsibility, account-clerical experience and experience limited to posting, maintaining, examining or preparing one or more of the following:  voucher register, sales register, cashbook, insurance register, accounts-receivable ledger, accounts payable ledger, any other special journal or subsidiary ledger, or experience preparing income tax returns.

Ability to present data, reports and comments clearly and concisely in either oral or written form;

Ability to prepare financial reports and exhibits;

Ability to establish and maintain cooperative relationships with others;

Ability to brainstorm and problem solve independently and with others;

Ability to adapt and often implement change;

Ability to thrive in a fast-paced environment;

Ability to self-start and perform research;

Ability to work with personal computers and various spreadsheet software;

Physical condition commensurate with the demands of the position.

Salary : $77,573 - $91,799
