Description
Under general supervision, performs technical and administrative support work in planning, zoning, and code enforcement. Responsibilities include application and permit intake and review, basic zoning analysis, preparation and coordination of required public notices, field inspections, and compliance monitoring. This position serves as a trainee for Code Enforcement Officer duties and supports both office and field operations, including customer service, records management, and enforcement case documentation.
Examples of Duties
- Perform basic zoning and land use determinations; coordinate with planning, engineering, and building staff on application reviews.
- Provide customer service and technical assistance to staff, applicants, and the public regarding planning, zoning, land use, and property maintenance regulations.
- Receive, intake, and review planning, zoning, and land use applications and permits for completeness and basic compliance; refer complex issues to professional staff.
- Review building plans and sign permit applications for general compliance with zoning and development standards.
- Conduct field inspections and assist in investigations of zoning and property maintenance violations; document finding through notes, photographs, and case records.
- Utilizes maps, databases, and public records to research property ownership, zoning designations, and site-specific information to support planning, zoning, and code enforcement activities.
- Assist in evaluating research findings and recommending appropriate enforcement actions and potential remedies or corrective measures, under direction of senior staff.
- Prepare and distribute correspondence, notices, and reports in accordance with applicable codes and regulations. Assist Planners with distributing notices and placing notification signs on properties.
- Assist in preparing notices of violation, correspondence, and compliance timelines in accordance with City ordinances.
- Maintain accurate and complete records, case files, and permit documentation suitable for administrative or legal proceedings.
- Perform routine administrative tasks including data entry, scanning, and file management.
- Assist with preparing and organizing agenda packets and materials for Planning and Zoning Commission, Board of Adjustment, or similar bodies, as assigned.
- Educate property owners, tenants, and businesses regarding City ordinances, corrective actions, and compliance timelines.
- Participate in community outreach, education campaigns, and neighborhood meetings to build public awareness of City standards.
- Participate in structured training and field experience to obtain Code Enforcement Officer certification and progressively assume independent enforcement responsibilities.
- Serve as backup to the Permit Technician by assisting with permit intake, application processing, fee collection, and customer inquiries; review submissions for completeness, coordinate with staff and applicants, and maintain accurate permit records in accordance with established procedures.
- May assist with case preparation and provide testimony in municipal court, as assigned.
Typical Qualifications
Education and Experience:
- Graduation from an accredited high school or equivalent, plus one (1) year of experience in code administration, inspections, construction, planning, or a related regulatory or customer service field.
- An associate degree in urban planning, architecture, construction management, social sciences, or a related field may substitute for the required experience.
- Or any equivalent combination of education and experience.
- Valid State of Texas driver's license required.
- Successful completion of a criminal background check.
- Must obtain Basic Code Enforcement Officer certification within 36 months of hire.
