Job Summary
Performs construction inspections of capital improvement projects and infrastructure associated with the proposed development for the City of Bryan.
Essential Job Functions
- Reviews plans, specifications, and sites for construction projects.
- Inspects the construction of street improvements (i.e., paving, curb, gutter, sidewalk, etc.), bridges, storm drains and boxes, underground utility systems including lift stations, reservoirs, pressure stations, force mains, parks, grading and private street systems, street lights, and traffic signals.
- Inspects pipe laying for alignment, grade, jointing, fittings, and materials.
- Inspects subgrade and roadway base for compaction, alignment, grades, and materials.
- Reviews product submittals, testing reports, video inspections, detour plans, haul routes, and erosion control plans.
- Inspects grading, fine grading, and irrigation systems.
- Enforces ordinances pertaining to right of way and construction permits, dust control, erosion control, stormwater quality, grading, and public improvements.
- Prepares and checks progress payments, reduction and releases of securities, Notices of Completion, and minor engineering reports.
- Keeps miscellaneous records, maintains logs, and prepares reports as needed.
- Reviews and makes recommendations on special construction issues and site conditions.
- Schedules and makes arrangements for construction surveys, soil and construction material testing, and other services or materials; conducts a variety of tests on new facilities.
- Schedules and coordinates shutdowns of City facilities affected by connections of new facilities; ensures all facets of shutdown and connections comply with City Standards and Specifications and approved plans.
- Coordinates construction and inspection services in cooperation with contractors and other agencies; communicates and confers with representatives of utility companies, contractors, public agencies, and the general public; answers citizen complaints and requests for information.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications
- High School Diploma or GED. Additional training or coursework in a related field of study is a plus.
- At least five (5) years of general civil construction-related work experience (i.e. surveying, roadway construction, utility construction, etc.); or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to perform the job.
Knowledge, Skills & Abilities
Knowledge of:
- Public works construction practices and materials, construction surveying, and accepted safety practices in public works construction.
- Pertinent federal, state, and local laws, codes, and regulations.
- Safety standards and methods of building construction for commercial, industrial, and residential buildings.
Ability to:
- Travel to different sites and locations.
- Inspect projects for compliance with plans and specifications.
- Interpret and apply pertinent federal, state, and local laws, codes, and regulations.
- Enforce regulations fairly, firmly, factually, and with proper public relations skills.
- Judge the quality of materials and methods of workmanship in relation to requirements.
- Determine if construction systems conform to City code requirements.
- Detect deviations from plans, regulations, and standard construction practices.
- Perform mathematical computations such as slopes, grades, etc. related to roadway, drainage, sewer, and potable water system construction.
- Use spreadsheet and word processing applications (Microsoft Word/Excel/Outlook) to prepare clear and concise correspondence and other written materials.
- Maintain accurate and complete logs, records, and/or files.
- Make mathematical computations rapidly and accurately.
- Exercise considerable initiative, sound judgment, and collaborative skills.
- Handle multiple tasks, prioritize and organize work assignments, and meet established deadlines.
- Anticipate, identify, and effectively resolve various issues and problems.
- Comply with all City and department administrative directives, policies, and procedures.
- Remain constantly alert and aware of any workplace hazards and follow the safety practices and principles in reporting and preventing accidents.
- Demonstrate satisfactory work performance and regular, reliable, and punctual attendance.
- Provide management with sound, positive advice, and information concerning the area of responsibility.
- Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.
Skill in:
- Verbal and written communication.
- Organizing daily inspections, inspection files, and test reports.
- Detecting code violations and preparing written notices.
- Operating a personal computer/laptop and managing records.
Licenses, Certifications & Special Requirements
Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
Physical Demands
Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, stooping, kneeling, reaching, pushing, pulling, twisting, bending, crawling, climbing, and using hands and fingers to operate equipment and to lift or move objects up to 50 pounds.
Working Conditions
This position primarily works in the field visiting various construction sites. While in the field, there is exposure to inclement weather, temperature extremes, moving mechanical parts and equipment, slippery or uneven walking surfaces, loud noises, vibration, electrical hazards, fumes, odors, dust, and other airborne particles.
Equipment
Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: phone, computer/laptop, printer, fax, copier, scanner, survey equipment, temperature gauges, levels, measuring wheels, valve keys, picks, and City vehicle.
