Job Summary
Prepares technically and economically viable designs for major improvements to the Bryan Texas Utilities (BTU) electric distribution system. Performs project management and engineering field operations responsibilities as required to support the design and construction of major distribution capital improvement projects.
Essential Job Functions
- Collaborates with Engineering and System Planning staff in the creation of Capital Improvement Plans (CIP); plans and provides estimates for CIP budget.
- Using BTU standards, industry codes, and other industry accepted design criteria, works with engineering staff, consultant engineers, and others to determine project parameters; prepares designs for major distribution capital improvement projects.
- Provides project management functions for capital and system improvement projects designed by outside engineering firms and consultants. This includes ensuring accountability for such activities as project design, QA/QC of consultant designs, material takeoff and acquisition, easements and permits, cost estimates, tracking, and project closing.
- Creates detailed designs, material takeoff and acquisition, easements and permits, and cost estimates, as needed for planning, design, construction, tracking and project closing for capital and system improvement projects.
- Supports the daily activities of projects from inception through engineering, design, construction, and final inspections, including construction redlines and GIS data collection.
- Coordinates with land acquisition consultants and land surveyors to perform right-of-way investigations, including researching, preparing, submitting, and securing the proper easements, rights-of-way, and permits as needed.
- Performs related duties as required.

Minimum Qualifications
- High School Diploma or GED. Additional training and/or coursework in engineering, drafting or design is preferred.
- Must possess a minimum of five (5) years of technical experience in a utility related field with at least three (3) years of experience directly related to utility drafting and design.
Equivalent combinations of education, experience, certification and training may also be considered.
Knowledge, Skills & Abilities
Working knowledge of:
- Electrical utility systems, policies and procedures including design and construction standards.
- AutoCAD.
- National Electric Safety Code.
Ability to:
- Perform work independently based upon broad instructions and general supervision.
- Exercise judgment and make decisions as to the appropriate actions to take in accordance with rules and regulations.
- Interpret and modify standards, read and interpret complex design drawings.
- Operate, maintain and safeguard engineering tools and field equipment such GPS unit, transit, tablet, etc.
- Work in a team environment contributing design input in areas of expertise to accomplish project specific goals.
- Learn and apply basic computer, technical and mathematical skills.
- Prepare clear, concise and complete reports, correspondence and other written materials.
- Organize workload, establish priorities, work under pressure, and meet established deadlines.
- Interpret, explain, and ensure compliance with City and departmental rules, regulations and requirements.
- Be constantly alert and aware of the hazards involved and follow the safety practices and principles in reporting and preventing accidents.
- Provide management with sound, positive advice and information concerning incumbent’s area of responsibility.
- Establish and maintain positive and cooperative working relationships with all levels of BTU staff, contractors, consultants, and the general public.
Skills:
- Strong computer skills, including ability to use Microsoft Office software.
- Strong analytical and problem solving skills.
- Strong verbal and written communication skills.
Licenses, Certifications & Special Requirements
Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
Physical Demands
Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, bending, reaching, twisting, pushing, pulling, using hands and fingers to operate office equipment and machines, and occasionally lifting and/or moving objects up to and including 25 pounds.
Working Conditions
Work is performed approximately 60% in an office and 40% in an outdoor field setting. While in the field there will be exposure to wet and/or humid conditions, temperature extremes, fumes/airborne particles, loud noises and risks of electrical shock.
Equipment
Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
