DEFINITION
The Public Works Assistant Director of Engineering is a key leadership role responsible for overseeing, coordinating, and directing the activities of the Public Works Department's engineering functions. This includes transportation planning, roadway design, construction oversight, and infrastructure project management. Reporting directly to the Director of Public Works, this position plays a pivotal role in strategic planning, capital project delivery, financial oversight, and fostering a culture of innovation and collaboration within the department. The role requires sound independent judgment and decision-making aligned with the City's mission to maintain and enhance community safety and well-being through effective infrastructure management.

SUPERVISION EXERCISED AND RECEIVED
The position is supervised by the Director of Public Works. The Assistant Director of Engineering supervises assigned Public Works engineering staff and consultants.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Assist the Director of Public Works in managing the department and assume duties in their absence.
Supervise and provide direction to engineering staff, including performance management and coordination.
Develop and implement divisional goals, objectives, policies, and procedures.
Oversee budgeting and management of Capital Improvement Projects (CIP), ensuring adherence to financial allocations and timelines.
Participate in recruitment, selection, and training of engineering personnel.
Review and approve project plans, specifications, and documents to ensure compliance with city standards.
Investigate complaints, conduct field inspections, and prepare written responses as needed.
Coordinate with consultants, contractors, and government agencies to facilitate project execution.
Conduct engineering analyses and recommend strategies for infrastructure improvements.
Represent the City at public meetings and professional organizations.
Stay informed on industry best practices, technologies, and regulatory changes.
Promote effective communication and collaboration within the department and across City divisions.
Perform other duties and projects as assigned by the Director of Public Works.

QUALIFICATIONS
Education and Experience:
Bachelor's degree in Civil Engineering or related field from an accredited institution.
Minimum five (5) years of progressively responsible experience in public works engineering and project management.
Strong leadership skills with experience supervising professional staff and managing complex projects.
Knowledge of engineering principles, construction standards, and regulatory requirements.
Excellent verbal and written communication skills.
Proficiency in project management software and engineering tools such as ArcGIS and AutoCAD.

Licenses and Certifications:
Valid Colorado driver’s license (or ability to obtain).
Professional Engineer (PE) license required.
Certification in Public Works Management (e.g., APWA) is a plus.

Organize and implement comprehensive engineering programs.
Interpret technical reports, maps, drawings, and specifications.
Analyze and interpret budget and technical reports.
Present proposals and recommendations in public forums.
Prepare and administer budgets.
Supervise, train, and evaluate personnel.
Interpret and explain department policies and procedures.
Analyze problems and implement effective solutions.
Establish and maintain effective working relationships.
Communicate clearly and concisely, both orally and in writing.
Work effectively with diverse cultural and ethnic groups.

PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee may be required to stand, walk, use hands to handle objects, and reach with hands and arms. Occasionally, the employee may need to sit, climb, stoop, kneel, or crawl. Visual acuity and depth perception are essential, along with the ability to adjust focus. The position may require lifting and carrying objects up to 50 pounds.

SPECIAL REQUIREMENTS
Valid driver's license with a safe driving record.
Ability to lift and move objects up to 50 pounds.
Complete FEMA ICS 100 and IS 700 training within six months of hire
