GENERAL STATEMENT OF DUTIES:
The Legislative Liaison will complete duties that involve monitoring, researching, and analyzing legislation and legislative proposals from City departments and the City Council. Work involves responsibility for responding to Council inquiries, researching city programs and services. Work is performed under the direction of the City Council and supervision of the Director of Legislative Services. The position involves research, analysis, development, and monitoring of policies, issues, and programs related to the improvement of existing programs in Bridgeport.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Research issues/policy when requested and provide legislative and administrative support to councilmembers and the Office of Legislative Services
- Conduct research and prepare recommendations for individual councilmembers and committees
- Assist and follow legislation for councilmembers from submission through final legislative action
- Write memos, floor statements, and assist in drafting talking points for councilmembers
- Monitors committee meetings in order to incorporate resulting resolutions and amendments into appropriate ordinances; follows these matters through to final action
- Researches and develops municipal program proposals
- Performs background research and develops expertise in assigned issues
- Coordinates and prepares materials for meetings and conferences for councilmembers or the Director of Legislative Services
- Compiles summary reports of legislative matters
- Research, prepare, and present special reports
- Draft resolutions, orders, and ordinances
- Prepare written correspondence and background materials, such as a fact sheet and an informational report, and memos for councilmembers before a council or committee meeting
- Researches a wide variety of public policies, programs, and projects in response to inquiries from councilmembers and their constituents
- Follows up on inquiries from councilmembers or constituents about special matters referred to various city departments
- Composes correspondence and memoranda, interprets administrative policies, relays instruction on policies and procedural revisions, represents the supervisor on routine matters, and at conferences and meetings when so designated
- Attends evening committee meetings of the City Council for legislative and administrative support
- Perform other related work as required
REQUIRED QUALIFICATIONS:
a. As to education, training, and experience:
- College graduate with a major in political science, social sciences, qualitative analysis, or a related field.
- 1 – 2 years in research analysis in public relations or the government field.
- Any equivalent combination of education and training that demonstrates an ability to perform the essential functions of the position at the discretion of management.
b. As to knowledge, ability, and skills:
- Advanced writing skills for a general audience in critical analysis.
- Considerable knowledge in government and legislative procedures, municipal administration, and the planning process.
- Ability to prepare well-written, accurate reports and coordinate analysis of data.
- Ability to process and organize informational matters efficiently.
LICENSES AND CERTIFICATIONS:
- A valid Connecticut Driver's License may be required for transportation between various sites.

Pay: $56,850.00 - $64,167.00 per year
