What are the responsibilities and job description for the Utilities Service Specialist - Compliance position at City of Bremerton?
The salary indicated above includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years). Additionally, a 3.8% cost of living increase has been approved for 2027.
Under general direction of the Utilities Compliance Specialist, independently performs field inspections and inventories of private and public stormwater systems and fats, oils, and grease (FOG) control structures to support compliance with applicable permit and municipal code requirements. Communicates required maintenance to responsible parties; provides education and guidance to promote Bremerton Municipal Code compliance; and enters and updates system information in GIS and related maintenance programs.

- Inspect and inventory private and public stormwater structures in accordance with National Pollutant Discharge Elimination System (NPDES) permit requirements; research City databases, drawings, plans, as-built records, and related information to identify stormwater and FOG systems; and enter or update system attributes in GIS and related maintenance programs.
- Inspect and inventory grease traps and interceptors to verify that required maintenance is performed and to reduce the risk of sanitary sewer blockages or overloading of wastewater treatment facilities
- Communicate inspection findings and required maintenance clearly, orally and in writing, to responsible parties; work closely with private property owners, business owners, vendors, and service providers to advance City objectives and meet applicable compliance requirements; and provide educational guidance regarding applicable City regulations.
- Work directly with the public, other municipalities, and county and state departments; assist other City departments and divisions as needed or required.
- Respond to public inquiries courteously and professionally and, as appropriate, take independent action to resolve complaints efficiently and promptly.
- Operate specialized electronic data-collection equipment and assigned heavy equipment, including dump trucks, front-end loaders, backhoes, hammer equipment, compressors, jackhammers, concrete saws, Vactor trucks, rodding, jetting, and video equipment, as well as mowers, power tools, hand tools, and string trimmers
- Assist with Source Control and Cross Connection Control programs as instructed.
- Maintain regular and reliable attendance.
- Perform related work as assigned or required.
Knowledge of:
- NPDES permit requirements and best management practices related to stormwater inspection and FOG reduction.
- Applicable plumbing and local construction codes, exterior stormwater-system design, cross-connections, and proper construction techniques, materials, methods, and procedures.
- Occupational hazards, safe work practices, and departmental emergency-response procedures.
- Municipal Code requirements and procedures related to stormwater and sanitary sewer maintenance.
- Water distribution, sanitary sewer, and stormwater systems and applicable maintenance and repair procedures.
Skill in:
- Conducting field inspections and inventories and identifying stormwater structures and maintenance conditions.
- Researching and interpreting system drawings, plans, as-built records, and related data.
- Using electronic data-collection equipment, computers, laptops, mobile devices, GIS, and related software to perform assigned work and maintain accurate records.
- Operating assigned vehicles, heavy equipment, utility-maintenance equipment, power tools, and hand tools safely and effectively.
- Communicating clearly and professionally, orally and in writing, with coworkers, service providers, other agencies and municipalities, and City residents.
- Performing basic arithmetic calculations.
Ability to:
- Work independently with minimal to moderate supervision, organize field assignments, and maintain accurate records.
- Recognize and identify stormwater and FOG structures and interpret and apply applicable permit requirements, codes, standards, procedures, and instructions.
- Exercise sound judgment, solve problems, and adapt tools or work methods to complete assignments.
- Establish and maintain effective working relationships, work cooperatively as a team member, and provide courteous customer service.
- Navigate the City and surrounding service areas and learn street names, addresses, and utility-system locations.
- Repair and maintain water, sanitary sewer, and stormwater systems in accordance with applicable State and Federal standards.
- Operate 5-yard and 10-yard dump trucks with trailers, vactor truck, front end loader, forklift, scissor lift, trenching machine, riding lawnmower, pressure washer, industrial sand blaster, paint sprayer, jackhammer, saws, light trucks, trench shoring equipment and other various power and hand tools correctly, efficiently and safely.
- A High School diploma or GED is required.
- Candidates must also possess at least one (1) year of experience in Water, Wastewater, Stormwater, building or grounds operations and maintenance, or a closely related field.
- A valid Washington State driver's license is required and must be maintained throughout employment.
Equivalent combinations of education, vocational training, certifications, and directly related experience that demonstrate the knowledge, skills, and abilities necessary to perform the essential functions of the position may be considered, except where a license or certification is required by law.
Special Requirements
The following licenses, certifications, and specialized training may be required depending on the employee's assignment. Possession at the time of hire is preferred. If not held at the time of hire, the credential must be obtained within one (1) year, no later than 18 months of the hire date unless an earlier, alternative date is established by the City:
- Washington State Class A Commercial Driver's License with tanker endorsement
- Washington State Water Distribution Manager I certification for employees assigned to water responsibilities
- Stormwater Inspector certification.
- FOG reduction training.
- Confined Space Entry certification.
- Flagger certification.
- First Aid and cardiopulmonary resuscitation (CPR) certification.
- Asbestos-cement pipe training.
- Washington State Wastewater Collection Operator I certification for employees assigned to wastewater responsibilities.
- Crane truck and rigging operation certification.
- Bucket truck certification.
- Aerial lift certification.
- Forklift certification.
Employees must maintain all licenses, certifications, endorsements, and specialized training required for their assigned duties throughout their employment. Failure to maintain credentialing may result in termination.
PHYSICAL REQUIREMENTS
Work is physically demanding and requires frequent standing, walking, climbing, balancing, bending, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, grasping, handling, feeling, and repetitive use of the hands and fingers. Employees must be able to work on uneven, slippery, elevated, narrow, or restricted surfaces; enter confined spaces; and operate motor vehicles, heavy equipment, tools, and machinery. The position performs heavy work, including exerting up to 100 pounds of force occasionally, up to 50 pounds frequently, and up to 20 pounds continuously. Adequate vision, hearing, speech, coordination, dexterity, and tactile perception are required to perform fieldwork safely and effectively.
WORKING CONDITIONS
Work is performed indoors and outdoors and may involve prolonged exposure to extreme heat, noise, moving vehicles and machinery, electrical hazards, elevated work areas, chemicals, fumes, odors, dust, mist, gases, poor ventilation, and other potentially hazardous conditions. Employees frequently work in or around crawl spaces, shafts, manholes, small, enclosed rooms, small sewer or utility lines, narrow aisles, passageways, and other confined or restricted areas.
