Purpose of Classification
This position is responsible for developing, implementing, and managing the Cross Connection Control Program to safeguard public drinking water from contamination. Duties include overseeing inspections, testing and certifying backflow prevention devices, maintaining program databases, reviewing plans, and ensuring compliance with federal and state regulations. The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Reviews and interprets as-built drawings for cross connection ordinance compliance.
Reviews new legislation for impact on existing ordinances and policies.
Administers cross connection control and backflow program; recommends, develops and designs various program elements.
Coordinates with other departments to inspect properties for possible cross connections.
Investigates and coordinates responses to citizen concerns.
Responds to customer requests for information in person, by telephone and/or email.
Investigates complaints regarding backflow installations, backflow events, theft and reclaimed water cross connections and determines actions to mitigate and report findings.
Inspects facilities to verify conformance with specifications, regulations and procedures.
Inspects work sites for proper completion of assigned work; ensures all work conforms to standards for quality, cleanliness, and safety; takes corrective measures as needed; and evaluates completed work.
Assists in developing and updating policies and procedures.
Serves as departmental representative for all work falling within assigned areas of responsibility; liaisons with personnel from other departments, agencies, or organizations for related matters; responds to inquiries and complaints from the public relating to services provided; and monitors the work of all contractors to ensure proper provision of services.
Assists or participates in performing maintenance and repair work with city owned backflows as necessary.
Inspect new installations to ensure compliance with applicable standards and regulations.
Inspects facilities and water meters verify conformance with specifications and regulations.
Maintains Cross Connection Control Program backflow tracking system.
Performs related work as assigned.High school diploma or equivalent; and
Minimum of six (6) years of experience with cross connection control and backflow prevention practices; and
Must possess and maintain a Backflow Prevention Assembly Tester Certification; and
Must possess (or obtain within fourteen (14) days of hire) a valid Florida Driver's License; and
Possess (or obtain within twelve (12) months of hire) a Cross Connection Control Program Manager Certification Series at the University of Florida TREEO Center.
Possess (or obtain within eighteen (18) months of hire) and maintain a Florida Department Environmental Protection Level III Water Distribution License.

Minimum Qualifications for education and experience must be met before consideration of the following preferred Qualifications.

Preferred
Possession of an associate’s degree in business administration, Computer Science, Engineering, Public Administration, or in a closely related field may substitute two (2) years of functional area work experience at the discretion of the Director of Utilities in consultation with the Director of Human Resources & Compliance.Communication Competencies / K.S.A.'s

Effectively communicates with supervisors, employees, other departments, contractors, engineers, utility companies, vendors, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Accurately and expeditiously receives and delivers messages and information to the appropriate individuals. Ability to prepare accurate and thorough written records and reports.
Ability to understand and follow oral and written instructions and to complete assigned tasks with minimal supervisory direction.
Ability to understand and quickly and accurately follow brief oral and written instructions on moderately complex matters.
Ability to establish and maintain harmonious relationships with Supervisor, customers, other employees, other departments, other governmental and regulatory agencies, and the public as needed.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)

Knowledge of department and division operations, policies, procedures and practices.
Knowledge of and the ability to ensure compliance with safety policies, procedures, practices and OSHA regulations.
Knowledge of and the ability to demonstrate proper work methods and procedures when training field crew employees.
Knowledge of and the ability to read and interpret plans and blueprints.
Skilled at operating all equipment and tools used in the course of job completion.
Ability to supervise, evaluate the work of field employees, and identify and resolve personnel issues and
concerns.
Ability to coordinate, plan and prioritize work assignments to achieve optimum effectiveness in staff utilization. Ability to determine and requisition proper and adequate materials, supplies and equipment for job completion. Ability to oversee the inspection and repair/replacement of malfunctioning or obsolete equipment.
Ability to troubleshoot and resolve issues and complaints from the public. Ability to effectively communicate both orally and in writing.
Ability to effectively interact with the public, supervisors, co-workers, other department staff, contractors, and with outside agencies.
Physical and Sensory Requirements / Environmental Factors
Physical Ability: While performing the duties of this job, the employee is frequently required to stand, walk, climb, balance, bend, stoop, kneel, crouch, crawl, and may push, pull, grasp, lift and/or move objects and materials of moderate to heavy weight (up to 100 pounds), in accordance with OSHA guidelines.


Sensory Requirements:
Tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as odors, wetness, humidity, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances. Work is frequently performed outside in heat, high humidity, in cold, in rain and when other inclement weather conditions are present. Work is performed in bright and dim light.
