The City of Boulder is excited to announce that we are recruiting a Chief Human Resources Officer!
The Position
The Chief Human Resources Officer (CHRO) plans, directs, and manages the Human Resources Department and provides leadership and vision to the organization. The CHRO is a key member of the City’s leadership team and coordinates regularly with the City Manager and Deputy City Manager to strategically plan, especially with respect to high priority and high-profile Council and internal initiatives. The CHRO assists in the development of City strategy and long-term plans, consulting with and advising executive leadership on sensitive personnel-related matters.
The CHRO successfully leads, develops, and manages staff through servant leadership. They set bold performance goals, engage staff, and shape the culture of the entire department. The Officer promotes inclusion and belonging while developing positive working relationships with internal and external colleagues. The CHRO maintains positive relationships with the City’s labor unions and leads the City’s labor negotiation process, including but not limited to the development of management strategy, participation in negotiations, hiring outside counsel or experts to assist the process, and analysis of proposals presented by collective bargaining units.
The CHRO embraces operational excellence and is excited to lead the department through change and transformation. Qualifications:

At least ten years of demonstrated progressively responsible leadership and management experience in human resource management, including the public sector. Broad experience in the various disciplines of human resources, including experience with collective bargaining units, compensation and benefits, payroll/human resources information systems, alternative dispute resolution techniques, and risk management/workers compensation, is required. A combination of both public and private sector experience is desired.
Knowledge of best practices and an ethos of continuous learning is highly desired. Proven business savvy, cultural competence, political understanding, and sensitivity with the ability to think ahead, anticipate issues, and proactively develop response plans are essential.
A master’s degree or equivalent combination of education and experience in a relevant field such as human resource management, business, or public administration with an emphasis in HR is required. A PHR or SPHR certification or the ability to obtain within a reasonable period is desired.
Compensation and Benefits:
The hiring range for the Chief Human Resources Officer is $159,300 to $194,600 and will depend on the qualifications of the successful candidate.
