What are the responsibilities and job description for the Civil Engineer (Utilities) position at City of Bloomington?
The City of Bloomington is seeking an individual to effectively perform engineering functions for the Utility Division of Public Works including wastewater system modeling, development plan review and permitting, data analysis for rate setting, capital improvement planning, water and wastewater design and construction services, and implementation of a comprehensive asset management program.

Design and construction of water and wastewater infrastructure:
- Direct or conduct preliminary studies for the design of utility systems including lift stations, sewer systems, watermain and appurtenances, and other City improvements
- Works with other City staff to ensure coordination of design and assignment of staff to complete projects
- Participates in pre-construction conferences to ensure a thorough understanding of proposed construction programs and completion of work consistent with the City’s standard specifications, details, and requirements
- Directs and participates in the preparation of construction cost estimates
- Directs a program of communications with citizens affected by construction to ensure their understanding of construction programs
- Personally handles problems in communications with affected property owners
- Recommends modifications of City utility engineering standards, specifications, materials, and details
- Prepares and/or manages the preparation of plans, specifications, and cost estimates for sewer and water infrastructure improvements
- Develops specifications and special provisions for comprehensive Utilities projects
- Directs and participates in the input of data and the operation of the City’s geographic information system
- Performs or assists in data extraction, statistical analysis, and queries to provide information to assist in decision making (story maps, heat maps, data trends and comparisons)
- Utilizes Excel or similar software programs to effectively manipulate data to display trends, comparisons and other results
- Utilizes and refines City information systems to monitor condition and performance to guide asset management plans
- Collects, analyzes, and periodically reports data on the public utility systems including flows, revenues and numbers of customers served
- Assists with the preparation, updating and implementation of Comprehensive plans
- Prepares input for modeling of sanitary sewer system, completes the modeling of the systems, and analyzes modeling results including utility systems, using current City modeling programs
- Trains other employees on the use of the systems and
- Advises Utilities Superintendent concerning potential updates or changes to the current systems
- Data analysis to coordinate operations and maintenance information, asset management models, water and wastewater model results to inform infrastructure updates (annual vs long-term planning)
- Reviews proposed development plans and permits, particularly as they relate to utility construction for sanitary sewer and water on private property to ensure they conform to City Code and policies or other requirements
- Coordinates and communicates with permit applicants for City permits
- Provides expert advice and descriptions to ensure an understanding of infrastructure operations
- May appear before the Council on special matters or to clarify studies or other Utility information
- Keeps Utilities Superintendent promptly informed of important developments in areas of accountability to ensure prompt resolution of problems, and a thorough understanding of the sanitary sewer and water systems
- Administers and/or manages the administration of construction and consultant contracts
- Prepares Preliminary Reports and other reports and participates in the presentation of such programs or projects to the City Council
- Provides special reports, performs special projects, or conducts other services as assigned
- Reviews and promptly resolves unique or unanticipated problems encountered, including but not limited to coordination with operations and maintenance of the utility
- May supervise others in the performance of the above assignments
- Works closely with the other Utilities Civil Engineer to cover engineering needs for Utilities Department
- Assist with and compile data for regulatory requirements
- Ability to develop and maintain effective working relations with employees, Engineering personnel, other City officials, contractors, and the general public
- Ability to communicate effectively orally and in writing
- Ability to effectively direct and supervise the work of seasonal, part-time, or other technical employees
- Ability to ensure plans completed are comprehensive, constructable and readily understood and require minimum modification during construction
- Ability to ensure plans incorporate current engineering standards emphasizing safety, reliability and efficiency
- Ability to ensure staff has a thorough understanding of work to be performed as well as expectations in performance
- Sound and accurate design and cost analyses are made on various construction projects
- Demonstrated leadership and completion of projects in area of accountability

MINIMUM QUALIFICATIONS
- Bachelor’s degree in Civil Engineering or a closely related field
- Familiarity with design standards related to water and wastewater systems
- Two years of experience involving computer operation including ArcGIS, Microsoft Excel, AutoCad, other graphic design software, Excel and other Microsoft Windows applications
- Valid driver’s license
DESIRABLE QUALIFICATIONS
- Extensive experience with wastewater collection system design and planning
- Experience with sanitary system modeling, preferred PCSWMM experience
- Work experience in public works, civil engineering, or equivalent
- Licensed Professional Engineer (PE) in the State of Minnesota
- Experience supervising technical, part-time, or seasonal employees
- Extensive experience working with Excel and related database programs
- Extensive experience working with ESRI ArcGIS Pro
- Experience with Cogsdale or other utility billing software systems
- Application of SCADA systems to analyze and report performance of utility systems
- Familiarity with bidding requirements for publicly funded construction projects
- Work experience in the implementation of asset management programs and/or development of capital renewal programs
- Experience defining the scope of work requirements for RFPs (Request For Proposals) for professional services
SUPERVISION OF OTHERS
This position may provide supervision of seasonal, part-time, or other technical positions.
Anticipated Hiring Range: $98,205 – $106,219 Annually
2026 Full Salary Range: $98,205 – $134,400 Annually
