SUMMARY: This is a highly responsible administrative position, which involves coordinating and directing all City financial and information technology matters. Areas of responsibility include accounting, payroll, accounts payable, accounts receivable, budgeting, financial reporting, utility billing, debt management, and sales/use/lodging/device tax administration. Additional responsibility includes oversight of the City’s computer hardware and software (servers and desktops), data networks, telephone networks, and photocopiers.
ESSENTIAL FUNCTIONS: Oversees and directly supervises the Finance and Information Technology Departments, managing functions such as accounting, payroll, budgeting, financial reporting, utility billing, debt management, and taxation. Directs IT operations, including systems, networks, and user support, while ensuring continuous improvement through efficient processes and technology. Responsible for the City’s overall fiscal management, including financial analysis, reporting, investments, payroll, and preparation of the Annual Budget and Annual Comprehensive Financial Report. Provides financial guidance to the City Manager and departments, manages City-owned properties, and participates in meetings to support organizational operations.
REQUIREMENTS: Education, Experience, Licensure and Certification, Required and Preferred Qualifications:
Supervisory Responsibilities: Directly supervises the Finance and Information Technology Departments, including staff, operations, and delegation of work.
Required Qualifications: Bachelor’s degree in accounting, finance, business administration, or related field, with at least five (5) years of public sector fiscal management experience and demonstrated leadership skills.
Essential Qualifications: Comprehensive knowledge of public finance, budgeting, accounting, payroll (including FLSA/FMLA), investment practices, and data processing. Ability to analyze and interpret financial information, communicate effectively to diverse audiences, solve problems, and prepare reports, budgets, and analyses. Strong technical skills, leadership abilities, and capacity to build effective working relationships while exercising sound judgment, tact, and diplomacy.
Preferred Qualifications: CPA or master’s degree in a related field, with at least seven (7) years of progressively responsible experience in municipal or public financial management. Ongoing professional development and knowledge of Colorado gaming regulations preferred.
