Engineering Technician I / II / III

The City of Bishop Public Works Department is recruiting for the position of Engineering Technician I / II / III.

This position supports the planning, development, and delivery of small- to medium-scale public works projects, with a focus on road maintenance, permit administration, procurement, and consultant coordination. The position performs both technical and administrative work, including infrastructure condition assessment, quantity takeoffs, cost estimating, construction bid document preparation, and coordination with consultants and contractors. This role increases the department's capacity to deliver pavement maintenance and minor capital improvement projects with limited staff resources.

Assignment level and duties will vary depending on qualifications and departmental needs. Higher classifications may include greater independence in project delivery, grant management, or contract oversight.

COMPENSATION & BENEFITS:

  • The annual salary range for this full-time non-exempt position is $54,996 to $91,836.
  • CalPERS Retirement:
  • 2% at 60 for Classic members. City pays both Employer and Employee contribution.
  • 2% at 62 for PEPRA members. City pays the employer contribution only.
  • Insurance: The City pays the insurance premium for employee and dependent health coverage up to a maximum of 90% of PERS Platinum Basic Plan.
  • Vision and Dental coverage are covered at 100% by employer.
  • A retiree health insurance benefit is available depending upon length of service.
  • The City provides both life insurance, as well as accidental death and disability coverage.
  • Deferred Compensation: The City will match employee contributions up to 2% of annual salary.
  • Vacation, Sick and Holiday Leave.

Job Description

DEFINITION

This position supports the planning, development, and delivery of small- to medium-scale public works projects, with a focus on road maintenance, permit administration, procurement, and consultant coordination. The position performs both technical and administrative work, including infrastructure condition assessment, quantity takeoffs, cost estimating, construction bid document preparation, and coordination with consultants and contractors. This role increases the department's capacity to deliver pavement maintenance and minor capital improvement projects with limited staff resources.

SUPERVISION RECEIVED AND EXERCISED

  • Receives general supervision from Public Works Director

EXAMPLE OF DUTIES

Duties may include, but are not limited to, the following:

Project Planning and Delivery

  • Use pavement condition data to prioritize road and sidewalk maintenance projects.
  • Conduct field reviews to verify conditions and define project scopes.
  • Prepare cost estimates, quantities, and budgets for maintenance-level construction projects (e.g., overlays, slurry, striping), under the direction of the Director.
  • Develop bid packages, including technical specifications, maps, and contract documents.

  • Support consultants by providing field data, record drawings, and project background; assist in preparing construction bid documents for Director review.

Permit and Right-of-Way Administration

  • Manage public works-related permits, including encroachment permits, water fill stem agreements, and grading permits.
  • Coordinate application intake, fee processing, plan review, field inspection, and closeout.
  • Coordinate with property owners to resolve private encroachments (e.g., fences, landscaping) within the public right-of-way.
  • Interpret right-of-way boundaries using maps or deeds and maintain related records.

Procurement and Contract Support

  • Prepare scopes and solicit quotes for materials, equipment, and services in accordance with City purchasing policies.
  • Assist with writing technical specifications and developing project-specific bid documents.
  • Maintain up-to-date field documentation, as-built markups, and technical files using Laserfiche and GIS platforms.

Capital Improvement and Grant Coordination

  • Support development of capital project documentation and updates at the direction of the Director.

  • Support grant applications, obligation tracking, and reimbursement requests for eligible projects.

Technical Program Support

  • Assist with planning and conducting pre-bid site visits to review project conditions and answer contractor questions
  • Review contractor work in the field for compliance with City standards.
  • Inspect completed concrete, asphalt, and drainage improvements; prepare punch lists and verify quantities.
  • Assist with field adjustments, plan clarifications, and construction documentation.
  • Respond to public inquiries and service complaints.

QUALIFICATIONS

The Public Works Engineering Technician possesses the following qualifications or their equivalent:

Knowledge of:

  • Public works construction methods, materials, and field practices
  • Basic civil engineering concepts and terminology related to roadways, sidewalks, and utilities
  • Public agency contracting and procurement processes
  • Standard plans, specifications, and right-of-way documentation
  • Regulatory requirements related to encroachment, grading, and permitting

  • Standard construction specifications such as Caltrans Standard Plans and Greenbook standards

Skills in:

  • Preparing cost estimates, scopes of work, and bid packages
  • Organizing and maintaining permit and project records
  • Using software such as Microsoft Word, Excel, GIS, and document management platforms (e.g., Laserfiche)
  • Communicating clearly and professionally, both verbally and in writing
  • Managing time and multiple tasks effectively under minimal supervision

  • Reviewing field conditions and verifying contractor compliance with specifications

Ability to:

  • Read and interpret engineering plans, technical drawings, and maps
  • Conduct field reviews and document infrastructure conditions accurately
  • Coordinate with contractors, consultants, property owners, and other departments
  • Understand and apply City policies, procedures, and applicable codes
  • Track project deadlines, deliverables, and financial information
  • Prepare clear staff reports, notices, correspondence, and summaries

  • Identify field conditions and recommend appropriate technical solutions

  • Apply engineering standards to field construction and document required changes

EXPERIENCE AND TRAINING GUIDELINES

Any combination of experience and training that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education and Experience

  • For Technician I: No work experience in field is required; Associate degree in civil engineering technology, construction management, public administration, or a related field required.
  • For Technician II: Requirements for Technician I plus, One (1) year of experience in public works, engineering, or construction support.
  • For Technician III: Requirements for Technician I and II plus, Two (2) or more years of experience in public works project delivery, including bid package preparation and field oversight.
  • Experience preparing cost estimates and bid packages is highly desirable.
  • Bachelor's degree may substitute for one year of experience.

Licenses and Certifications

  • Valid California Class C Driver's License required.
  • Certifications in public procurement, GIS, or project management are desirable but not required.

TOOLS AND EQUIPMENT USED

  • Office equipment: Desktop computer, printer, scanner, telephone, mobile devices
  • Software: Microsoft Office (Word, Excel, Outlook), Adobe Acrobat, GIS software, Laserfiche, asset management or permitting platforms.
  • Field tools: Tape measure, digital camera, tablet or GPS unit, safety equipment (e.g., vest, hard hat)
  • Vehicles: City vehicle for field site visits, inspections, and project coordination
