About the Role
The City of Binghamton is seeking a dedicated and experienced Manager of HUD Administration and Housing to lead the administration of federal housing and community development programs, including the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program. This is a hands-on leadership role with broad oversight of community development and housing programs, reporting directly to the Mayor and coordinating closely with the Director of Planning, Housing & Community Development.
As the Manager, you will play a pivotal role in shaping programs that directly benefit the City’s residents, ensure regulatory compliance, and strengthen partnerships with community and human service organizations. Evening and weekend meetings with community groups and agencies are required.
Key Responsibilities
Manage HUD-funded programs and ensure compliance with federal regulations.
Prepare operating budgets, financing plans, and funding proposals.
Evaluate the impact of state and federal legislation on programs and policies.
Review Human Service agency funding applications for eligibility and alignment with HUD and City requirements.
Develop and submit HUD-required reports, including Annual Action Plans, Consolidated Plans, and CAPER reports.
Coordinate the Community Development Advisory Committee (CDAC), including public hearings, RFP outreach, sub-recipient contracts, and regular meetings.
Maintain collaborative relationships with state and federal agencies to secure grants supporting the City’s Comprehensive Plan.
Serve as the City’s contact for the Decennial Census and assist with data inquiries.
Act as liaison between the City and homeless service providers.
What We’re Looking For
Strong knowledge of HUD programs, grants, and IDIS system.
Experience in public administration, grants administration, or human services.
Excellent leadership, supervisory, and communication skills.
Ability to analyze complex data and prepare actionable reports and recommendations.
Skilled in using business software including spreadsheets, databases, and word processing.
Ability to work independently, exercise discretion, and manage sensitive issues.
Flexible and committed to attending evening and weekend community meetings as needed.
Minimum Qualifications
Option A:
Bachelor’s degree in Public Administration, Grants Administration, or a closely related field
3 years of experience in public or human service administration, or grants administration
Option B:
Associate’s degree in one of the fields above
5 years of relevant experience
