The City of Billings is seeking a candidate for the position of Recreation Facility Supervisor to supervise, assign, review and participate in the work of staff responsible for providing recreation facility services and programs within the Parks, Recreation, and Public Lands Department; and to perform a variety of technical tasks related to assigned areas of responsibility.

Salary Range: $70,588.54 annually. Salary reflects Step 1 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.

Essential Duties And Responsibilities

  • Select, train, motivate and evaluate assigned personnel.
  • Provide or coordinate staff training.
  • Work with employees to correct deficiencies.
  • Implement discipline procedures.
  • Plan, direct, coordinate, and review work plans.
  • Meet with staff to identify and resolve problems.
  • Assign work activities, projects and programs.
  • Monitor workflow.
  • Review and evaluate work products, methods and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed.
  • Plan and layout work projects.
  • Prepare time, materials, and equipment estimates for jobs assigned.
  • Requisition materials as required.
  • Order parts as necessary and ensure parts ordered are received in a timely fashion.
  • Select appropriate equipment and materials to complete the work according to specifications, verbal instructions, and established procedures.
  • Adapts equipment and materials to meet specific requirements of the work to be accomplished.
  • Recommend and assist in the implementation of goals and objectives.
  • Identify problems.
  • Establish schedules and methods for providing recreation services, programs, and activities.
  • Implement policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures.
  • Reviews with appropriate management staff.
  • Implement improvements.
  • Inspect and verify work in progress and completed work of assigned employees and contractors for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
  • Supervise the use and operation of facility equipment and devices.
  • Ensure that equipment and devices are safely operated, maintained, and secured when not in use.
  • Schedule the service, repairs, and replacement of equipment and devices.
  • Participate in assuming management responsibility for recreation facility programs, services, and activities.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs and services.
  • Recommend, within Departmental policy, appropriate service and staffing levels.
  • Recommend and administer policies and procedures.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Assess and monitor workload, administrative and support systems, and internal reporting relationships.
  • Identify opportunities for improvement and review.
  • Direct the implementation of improvements.
  • Develop, plan, organize, and schedule activities for assigned recreation facility including meetings, special programs, seminars, and related activities.
  • Collect building fees and deposits for recreation center rentals.
  • Facilitate and supervise competitive and recreational sports programs, instructional public seminars, workshops, and cultural enrichment and wellness programs for all ages and skill levels to meet community needs.
  • Conduct registration of classes and programs.
  • Collect program fees.
  • Account for facility expenses.
  • Participate in a variety of boards and commissions.
  • Attend and participate in professional group meetings.
  • Stay abreast of new trends, innovations, and regulations in the field.
  • Make presentations to community groups and City Council regarding recreatio facility issues and operations.
  • Respond to and resolve inquiries and complaints.
  • Provide responsible staff assistance to the Recreation Superintendent.
  • Prepare and present staff reports and other necessary correspondence.
  • Identify opportunities for improving service delivery methods and procedures.
  • Review with appropriate management staff.
  • Implement improvements.
  • Update and maintain new and permanent records.
  • Process accounts payable and accounts receivable.
  • Monitor, evaluate, and propose changes to department policies and ordinances.
  • Perform promotional work in encouraging citizen participation, attendance, and interest in recreational activities.
  • Design and create flyers, brochures, signs, and other promotional materials.
  • Deliver lectures and talks before civic, private, and other organizations regarding the activities of the Recreation Division.
  • Take initiative to research, develop, and recommend new and improved programs and services.
  • Participate in the preparation and administration of the Recreation Division budget.
  • Submit budget recommendations.
  • Monitor expenditures.
  • Explore funding from grants, outside agencies and corporate sponsors.
  • Forecast additional funds needed for staffing, equipment, materials, and supplies.
  • Direct the monitoring of and approve expenditures.
  • Recommend adjustments as necessary.
  • Performs other duties as assigned.

Required Qualifications & Skills

  • Bachelor's degree in parks and recreation, physical education, leisure services, or a related field; and
  • A minimum of five (5) years of recreation program and/or sports facility experience; OR
  • Any equivalent combination of education, training, experience, knowledge, skills, and/or abilities which allow an individual to perform the duties of the position; AND
  • A valid Montana driver's license must be obtained within thirty (30) days of employment
  • Strong interpersonal skills
  • Must be able to pass a pre-employment drug screening.
