Position Overview
Salary Range: $22.3208 - $24.6499/hour. Salary reflects Step 1 and Step 3 of a 7-step pay scale. Salary at hiring will be dependent upon applicant's education, experience, and training.
Work Schedule: This is a permanent part-time position that is limited to 20 hours per week.
This position is contingent on grant funding.
Job Summary:
This position contributes to the success of the Billings Adult Municipal Treatment Court by supporting the court’s goals and assisting the team in delivering effective, coordinated services for participants. It ensures program requirements are met through case management support, data collection, accurate documentation, and clear communication with participants, the treatment team, and partner agencies.
Key responsibilities include conducting participant screenings, managing court documents, entering and maintaining data in the court’s case management systems, and compiling program records. The position also assists with grant reporting, prepares and distributes the monthly newsletter, coordinates mentor and volunteer activities, and provides direct support to participants.
Success in this role requires strong organizational skills, attention to detail, the ability to work independently and collaboratively, and a commitment to advancing the mission of the Treatment Court.
Scope of Responsibility:
Incumbent has a high degree of understanding of department and functional operations and is able to work with considerable initiative. Working under limited supervision, incumbent performs advanced troubleshooting and analysis. Incumbent is able to explain detailed or technical policies and procedures and negotiate basic agreements. The position requires maintaining cooperative relationships with the general public, team members, and other City departments.
Essential Duties and Responsibilities
Administration and Operations
- Manages daily operations and filing systems, conducts participant screenings (including jail screenings), creates dockets, prepares reports for staff meetings and assures timely dissemination of compliance information.
- Creates interagency linkages to address treatment court participants’ needs such as health care, education, vocational training, and employment placement; develops working relationships with law enforcement to improve supervision and agency coordination.
- Ensures compliance with confidentiality requirements, including 42 C.F.R. and HIPAA; maintains confidentiality of all treatment court team proceedings.
- Assists with creating program documents, including the monthly participant newsletter.
- Creates and maintains data collection systems to monitor participant compliance, identify trends, and support program evaluation.
- Works within grant requirements and assists with grant reporting.
- Assist with quarterly participant graduations and community donations.
- Participates as a treatment court team member in operational and staffing meetings.
- Reports on participant progress, including sanctions, incentives, and compliance, and provides information requested by the Judge and other team members.
- Provides direct support to participants and facilitates communication between the court and partner agencies.
- Participates in cross-training in cultural competency, addiction, alcoholism, and pharmacology and applies knowledge to participant interactions.
Qualifications and Skills
Minimum Qualifications:
- Two-year degree in business or related field.
- Two years of related work experience.
- Proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Access).
- Strong writing, editing, organizational, and interpersonal skills.
- Ability to multi-task effectively and work in a team-oriented environment.
- Judicial or treatment program background preferred.
- Must be able to pass a State and Federal background check.
Physical Demands and Working Conditions
Requires moderate physical effort, moving between 5 and 25 pounds, on an intermittent basis (less than 15% of the time). Requires high attention to detail or deadlines on an occasional basis (between 15% and 45% of the time). Work requires exposure to multiple disagreeable elements, none of which are of greater than moderate intensity, on an intermittent basis (less than 15% of the time).
