Overview
The City of Berkeley is seeking an experienced and strategic Human Resources Director to lead our HR department and drive organizational success through effective talent management, compliance, and employee engagement. The ideal candidate will possess comprehensive knowledge of human resources management, employment law, and HRIS systems, with a proven track record in senior leadership roles. This role offers an opportunity to shape company culture, develop HR strategies, and oversee all aspects of human capital initiatives to support business objectives. This role reports to the City Manager.
Duties
- Develop and implement HR strategies aligned with organizational goals, including talent acquisition, succession planning, and organizational design.
- Oversee employee relations, employee evaluation processes, and performance management systems to foster a positive work environment.
- Manage benefits administration, payroll processing, workers' compensation, and compliance with OSHA regulations.
- Contract negotiations for dispatch, fire, and police
- Lead HR sourcing efforts through effective recruiting strategies.
- Ensure compliance with employment & labor law, FMLA regulations, and manage contracts and policy updates accordingly.
- Supervise training & development programs aimed at enhancing employee skills and leadership capabilities.
- Handle conflict management issues with tact and professionalism while promoting a culture of open communication.
- Oversee HRIS system operations.
- Drive process improvement initiatives to optimize HR operations and implement best practices in human capital management.
- Collaborate with senior leadership on strategic planning initiatives related to workforce planning and change management.
Requirements
- Proven experience in human resources management with supervisory experience in a senior leadership capacity.
- Extensive knowledge of employment & labor law, OSHA standards, workers' compensation policies, and contract negotiations.
- Strong skills in negotiation, conflict management, communication, presentation delivery, and organizational design.
- Local government human resource experience (7yrs).
- Proficiency with HRIS platforms such as Workday, ADP, Paylocity, or PayCor.
- Demonstrated expertise in talent acquisition, employee relations, benefits administration, training & development programs.
- Ability to analyze data effectively for decision-making purposes using data analysis skills and data collection techniques.
- Excellent strategic planning skills coupled with experience in program management and process improvement initiatives.
Education
- Bachelor's degree in human resources management or related field. Master's degree preferred.
- Advanced certifications such as SHRM-SCP or SPHR are preferred. This role is ideal for a dynamic leader committed to fostering a high-performance culture through innovative HR practices and strategic visioning.
