About The Role

The City of Bend is accepting applications for one (1) regular, full-time Administrative Support Specialist in the Community Development Department. This is an hourly, non-exempt (overtime eligible) position represented by the City of Bend Employee Association (COBEA). The City of Bend is a thriving, growing community of approximately 100,000 highly engaged residents. The Community Development Department includes several divisions responsible for engineering, planning, building safety, licenses and events, growth management and other essential functions. Together, these teams work collaboratively to provide services that support the vision outlined in the City's Comprehensive Plan to "wisely grow up and out."

The Permit Center Support Specialist is part of an administrative team that plays a key role in the overall success of the department. This position serves as a liaison between the public and Community Development subject matter experts, providing accurate information, connecting customers with the right resources, and ensuring professional and responsive customer service to the development community, internal staff, and the general public.

What You'll Do

The following duties are a sample of major duties performed in this role and not intended to be an exhaustive list:

  • Responds to in-person, phone, email, and written inquiries from both internal and external customers.
  • Directs customers and customer questions to the appropriate division employee based on the daily duty planner calendar.
  • Receives, reviews, and processes payments for the department in the form of cash, check, and credit cards.
  • Records applicable transactions in the traffic log for reference and tracking.
  • Assists customers with basic navigation of the Online Portal and website.
  • Contributes to and maintains support documents designed to improve customer experience and support independent use.
  • Provides basic hardware and software troubleshooting for self, staff, and customers, and relays unresolved issues to supervisor and/or IT as appropriate.
  • Maintains the appearance and cleanliness of the Permit Center.
  • Offers general information, directions, and guidance to customers whose needs are not division-specific, assists with wayfinding for City Hall visitors, supports orderly operations in the Permit Center (escalating issues to the Supervisor as needed).

  • Working knowledge of administrative functions, processes, and internal policies and procedures.
  • Strong communication and interpersonal skills to effectively exchange information and collaborate with coworkers, supervisors, the public, and other stakeholders.
  • Ability to manage a high volume of tasks, including organizing and prioritizing work.
  • Ability to work independently with minimum direction while contributing efficiently as part of a team.
  • High attention to detail in all aspects of work.

Minimum Qualifications

  • High School Diploma or General Equivalency Diploma (GED), and
  • 2 to 3 years' experience in a similar position and/or performing similar tasks, or
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Required Licenses & Certifications

  • Current and valid Driver's license per City policies outlined in the Employee Handbook.

Desired (but Not Required) Attributes

  • Bilingual language skills in both Spanish and English, including reading, writing, and speaking (includes a pay incentive of $2 per hour; testing required per section 13.13 of the City of Bend Employee Association Collective Bargaining Agreement).
  • Previous public sector experience preferred.
