Description

Under general supervision, plans, organizes, coordinates, and provides direction and oversight for a variety of recreation and community services activities, programs, and special events; provides administrative support and program assistance to the Recreation Manager and Communications and Marketing Manager; fosters cooperative working relationships with various public and private groups; and performs related work as required.

Supervision Received and Exercised Receives general supervision from the Communications and Marketing Manager. Exercises technical and functional supervision over and provides training to lower-level staff, volunteers, and contract instructors.

Examples Of Duties

  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures for assigned programs.
  • Plans, coordinates, reviews, and evaluates one or more recreation and/or community services programs and/or activities such as Bellflower Recreation In Motion (BRIM), Park Patrol, special events, and related programming and activities; establishes schedules and methods for providing programming and services; assists in evaluating program effectiveness and recommending improvements or modifications.
  • Conducts outreach to and seeks partnerships with community organizations and residents to provide information about available programs and resources.
  • Plans, schedules, assigns staff, coordinates, implements, and participates in assigned recreation and community services programming and events.
  • Under direction, prepares marketing and advertising documents, brochures, forms, presentations, media news releases etc. to publicize programs and services.
  • Estimates costs of supplies and materials; orders supplies and materials for projects and activities; maintains records of purchase orders; assists in developing budget figures for assigned programs and/or facilities; monitors expenditures and revenues.
  • Maintains accurate records of assigned programs, services, and activities; prepares a variety of periodic and special reports.
  • Acts as a representative to patrons and residents regarding questions, problems, concerns, and activities in the provision of recreation and/or community services programming operations, activities, and services.
  • Participates in ensuring compliance with relevant health, safety, permitting, and licensing laws and guidelines; maintains and updates all records required by federal, state, and local regulatory agencies including ensuring compliance for insurance and liability coverage.
  • Travels to assigned program sites to monitor program activities.
  • Performs other duties as assigned.

  • Principles and practices of program administration, including budgeting, purchasing, and basic supervision.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Principles and practices of basic public relations techniques.
  • Principles and procedures of record keeping, cash handling, and report preparation.
  • Business arithmetic and statistical techniques.
  • Modern office practices, methods, and computer equipment and applications.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for effectively dealing with individuals of various ages, various socio-economic and ethnic groups, and effectively representing the City in contacts with the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.

Ability To

  • Plan, oversee, coordinate, review, and evaluate recreation and/or community services program operations and activities, as well as staff, contractors, and volunteers.
  • Supervise lower-level staff and volunteers effectively; train and evaluate lower-level staff.
  • Understand the organization and operation of community services programs necessary to assume assigned responsibilities.
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
  • Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations.
  • Prepare clear and concise reports, correspondence, and other written materials.
  • Operate modern office equipment including computer equipment and software programs.
  • Make accurate business arithmetic and statistical computations; accurately process cash transactions.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Supplemental Information

Education And Experience

Equivalent to the completion of an Associate’s degree or equivalent education from an accredited educational institution with major coursework in recreation or a related field and two (2) years of recreational programming experience. Graduation from an accredited four-year college or university is desirable.

Licenses and Certifications

  • Possession of an appropriate, valid driver’s license and insurability at regular rates for the City’s automobile insurance.
  • Possession of, or ability to obtain, American Red Cross First Aid Certificate, and CPR Certificate for infant, child, and adult within three (3) months of hire.

Physical Demands

Must possess mobility to work in a standard office and/or recreational facility setting and use standard office and/or recreation equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Must possess the physical stamina to lift and move tables and chairs, and arrange facilities for community events and/or meetings. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds.

Environmental Elements

Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids, rendering First Aid and CPR. Employees are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Full time City employees are members of the CalPERS Retirement system. New members pay 6.75% of their salary towards their 2@62 retirement and Classic members pay 7% of their salary towards their 2@55 retirement. The City of Bellflower pays into Social Security. The City will match full time employee's contribution to a deferred compensation account, up to 4% of salary.

This position is responsible for overseeing the City’s Volunteer Center, managing year-round volunteer initiatives, and coordinating support programs for families in need in collaboration with key community partners.
