Job Summary

The City of Bellevue Police Department is searching for a proactive and collaborative individual to fill a Budget Analyst position within the Fiscal section of the Police Administration. This position provides critical business and financial support to police operations through comprehensive financial performance reporting, technical budget analysis, and ongoing collaboration with command staff. The role serves as a key financial point of contact for the development, monitoring, and analysis of the department’s biennial budgets. The successful candidate will play an essential role in the department’s monthly business review process and will collaborate with both commissioned and professional staff across the department and city organization. This position reports to the Fiscal Manager of Police.

Essential Duties And Responsibilities

You will serve as a resource for direction, training, and guidance to team members as well as department staff. Audiences include department management, inter and intra department financial personnel, and external agencies to provide or exchange financial information, advise on budget and financial matters or explain budget recommendations.

  • Plans and carries out budget procedures including: monthly monitoring of department expenditures and revenues and communicating monitoring status to management; assisting in the preparation of Police Department budgets and budget materials; reviewing and making recommendations on department budget proposals; assisting in the development of six-year forecast estimates for department expenditures and revenues; reviewing department performance measures.
  • Develops and maintains budget monitoring models and coordinates production of the formal monitoring report.
  • Assists in preparing proposals and supporting information; explains policies and procedures; and provides recommendations.
  • Provides support for Fiscal Manager and assists with special studies that require data compilation; analyzes and interprets information in oral and written presentations.
  • Processes, monitors, and reconciles accounts payable invoices and pro-card charges for assigned units.
  • Procures services and goods for assigned units.
  • Conducts asset seizure processing and forfeiture audit with Legal, and Investigations.
  • Assists in the fiscal evaluation of proposed legislation, policy revisions, and procedure updates.
  • Ensures compliance with established procedures, requirements and policies; completeness of data and adequacy of documentation.
  • Provides expertise and training to customers in the use of financial systems, tools, and templates during critical planning and reporting cycles.
  • Provides support to CALEA (Commission on Accreditation for Law Enforcement Agencies) accreditation.
  • Seeks new ways to improve efficiency and internal processes

Supervision Received And Exercised

  • Position reports to the Police Fiscal Manager.
  • Works under moderate supervision and within standard operating procedures.
  • No formal supervisory responsibilities but may lead and direct the work of other staff upon direction.

Qualifications

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of financial analysis and administration of budget management process; develop and modify queries, reports and spreadsheets; business operating procedures and management control.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficient with Microsoft Office 365 Suite (Outlook, Word, Excel, Teams, etc.)
  • Knowledge of the organization and functions of the city government.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and methods of accounting analysis.

Ability to

  • Perform numerical analysis; evaluate large amounts of data;
  • Analyze, evaluate and summarize financial and management records for accuracy and conformance to procedures, rules and policies.
  • Provide information correctly and concisely, both orally and in writing to explain, clarify, analyze and resolve sensitive and/or complex accounting support issues.
  • Monitor and oversee daily operations and workflow of assigned function. Ability to maintain effective working relationships with other employees.
  • Provide effective training and guidance to less experienced employees. Provide positive customer relations skills and business acumen.
  • Communicate complex financial information clearly, both verbally and through written documentation, to a wide range of audiences throughout the City of Bellevue.
  • Prepare and consistently maintain accurate records.
  • Establish and maintain effective working relationships with other federal, state, regional, and City operational units.
  • Plan, prioritize, and organize workload to handle multiple projects simultaneously and meet required deadlines with minimal supervision.
  • Convey the financial implications of technical department operations in simple and clear terms.
  • Handle sensitive and confidential financial and programmatic information in a discrete and professional manner.

Education, Experience, & Other Requirements

  • Graduation from a 4-year college or university with a degree in Finance, Accounting, Business or Public Administration, or equivalent degree.
  • Two or more years of professional related experience in budgeting or accounting, preferably in the public sector, or related field. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • Two or more years of procurement or accounts payable experience, or related field. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • Advanced skill level using Microsoft Excel preferably with experience in creating, maintaining, balancing, and reconciling complex spreadsheets.
  • Demonstrated experience in preparing, coordinating, and tracking annual budget development in a complex environment.
  • Applicants must be 18 years of age who can read and speak fluent English and either:
    • A US citizen, or
    • A lawful permanent resident, or
    • A Deferred Action for Childhood Arrivals (DACA) recipient with employment authorization from USCIS.
Additional Requirements

  • Ability to satisfactorily pass testing that will include a skills test to measure a candidate's aptitude for the position
  • Due to the critical and high security nature of police work, top candidates must pass a polygraph, drug test, and thorough background check.

Physical Demands

Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools or controls and reach with hands and arms.

  • Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The employee may be required to push, pull, lift, and/or carry up to 10 pounds.
  • The noise level in the work environment is usually moderately quiet.

Drug Use: The use of illegal drugs referred to in this acknowledgement means the use of drugs which are unlawful under the provisions of the Uniform Controlled Substances Act in this state or its equivalent in any other jurisdiction. Simple possession of most of the following substances will be considered on a case-by-case basis and may be grounds for disqualification. Note that any use or abuse of drugs may be grounds for disqualification or contribute to rejection during the background investigation; these are merely the automatic disqualifiers. Usage

The following drug involvement will be disqualifying:

  • Any use of heroin,
  • Any possession or use of GHB or any other “date rape” drug, including giving it to others,
  • Any use of any illegal drug within three years of application* (Excludes marijuana which is addressed below.)
  • Misuse of Prescription drugs will be reviewed on a case-by-case basis.
  • Any use of illegal drugs (other than marijuana) since applying to, or while employed by, any law enforcement agency (including military police agencies). Please note that while many states have decriminalized marijuana, it is still federally illegal and COB police employees are expected to adhere to all laws and regulations, on and off duty.

Distribution/Manufacturing/Sales

  • Any participation in, or allowing of, the manufacture, selling, offering to sell, cultivation, warehousing, distribution, holding or transporting for another, transporting for sale, or financing of any illegal drugs/narcotics within five years of application*, including extraction and concentration of THC oils from marijuana for the production of “honey,” “wax,” “dabs,” or any other THC concentrate,
  • Any distribution of illegal drugs or illegal distribution of marijuana since applying* to, and/or while employed by, any law enforcement agency (including military police agencies).

Forged/Abused Prescriptions

  • Any prescription forgery, prosecuted, undetected or otherwise, within five years of application*

The Following Criminal Violations Will Be Disqualifying

  • Any adult felony conviction.
  • Any juvenile felony conviction within the past five years.
  • Any misdemeanor conviction for a crime involving moral turpitude.
  • Commission of any crime of violence, including domestic violence.
  • Commission of any sexual offense within the past five years.
  • Any conviction of a felony crime at any time while employed in any capacity with a Law Enforcement Agency (including volunteer, intern, and reserve positions).
  • Any single theft of property or money in excess of $100 value within the past five years.
