Job Summary

The Assistant Director for Finance & Asset Management (Facility Operations & Planning Division) leads the City’s Facility Operations & Planning Division within the Finance & Asset Management (FAM) Department, overseeing Facility Operations, Client Services, and Facility Planning & Delivery under the direction of the FAM Deputy Director.

This position sets strategic direction for service delivery and portfolio performance, including asset lifecycle management, operational reliability, customer experience, administrative services, space planning, and capital program governance. You will ensure alignment with City priorities, sustainability goals, accessibility standards (ADA), fiscal stewardship, regulatory requirements, and stakeholder expectations.

The Assistant Director provides executive leadership for enterprise facility operations and customer-facing services, driving continuous improvement in service models, program outcomes, and project delivery. Champions data-informed decision-making, organizational change, and cross-department collaboration to deliver high-quality public service.

Essential Duties And Responsibilities

  • Directs division operations, ensuring programs align with City priorities and leadership principles.
  • Aligns resources, work plans, and performance standards across all sections to ensure consistent, compliant, and high-quality service delivery.
  • Develops strategies, policies, and frameworks integrating sustainability, accessibility (ADA), climate resilience, safety, and fiscal stewardship.
  • Leads short- and long-range planning; anticipates operational and capital needs; manages risk; and advances asset lifecycle strategies.
  • Oversees research, analysis, and reporting on policy issues for executive leadership and City Council.
  • Provides leadership to section managers overseeing operations, maintenance, customer service, digital channels, security/access control, emergency management, space planning, and capital project delivery.
  • Manages division finances, including operating and capital budgets, forecasting, cost control, and contract approvals.
  • Establishes governance frameworks and best practices to improve consistency, compliance, and efficiency.
  • Supports Citywide budgeting, capital planning, and audits; ensures accuracy of financial and operational reporting.
  • Leads, develops, and evaluates staff; fosters an inclusive, high-performing, safety-focused culture; and drives continuous improvement and change management initiatives for the division.
  • Resolves complex or sensitive issues, ensuring decisions are data-driven and aligned with organizational goals.
  • Represents the division with internal departments, external partners, and City leadership; prepares and delivers reports and presentations.
  • Oversees recruitment, retention, and supervision of staff through direct and indirect reporting relationships.
  • Monitors operating and capital budgets, identifies variances, and implements corrective actions.
  • May serve as Acting Director as assigned.

Qualifications

Knowledge, Skills, and Abilities

  • Knowledge of public sector management, budgeting, and program administration.
  • Knowledge of Capital Investment Program (CIP) processes, including planning, prioritization, funding, delivery methods, and governance.
  • Knowledge of facility operations, preventive maintenance, asset management, and lifecycle planning.
  • Knowledge of sustainability practices, energy management, environmental regulations, and ADA/accessibility standards.
  • Knowledge of emergency preparedness, business continuity, and security/access control practices.
  • Skill in strategic planning, performance measurement, and data analysis to inform decision-making.
  • Ability to prioritize, delegate, and manage complex workflows to meet organizational goals.
  • Ability to make sound decisions on complex issues and balance competing priorities.
  • Strong written and verbal communication skills, including the ability to convey technical concepts to diverse audiences.
  • Ability to lead, motivate, and develop staff while fostering accountability and engagement.
  • Proficiency with standard business and data tools (e.g., spreadsheets, dashboards, collaboration platforms).

Education, Experience, And Other Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, economics, public administration, business administration, or related field. Master’s degree preferred.
  • Five (5) or more years of progressively responsible related experience in operations, asset management, capital project delivery, or financial management (preferably in the public sector), management of complex projects or programs, and supervisory experience.
  • Equivalent combinations of education, experience, and training that provide the required knowledge, skills, and abilities may be considered.
  • Preferred (domain-specific) experience and credentials:
  • Experience in facilities/asset management, operations, space planning, and/or capital project/program delivery in a public sector environment.
  • Certifications such as Project Management Professional (PMP), Certified Construction Manager (CCM), IFMA Certified Facility Manager (CFM), APPA credential, or similar.
  • LEED Accreditation, Certified Access Specialist (CASp), or comparable sustainability/accessibility credentials.
  • Participation in professional associations relevant to threat management (e.g., ATAP) or security/access governance.

  • The noise level in the work environment is usually moderately quiet while in the office and moderately loud when in the field.

Flexible/Hybrid Working

A hybrid work schedule is available for this position following an orientation period working in the office after hire. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
