Duties and Responsibilities

Essential Job Functions: Greets and directs public to appropriate departments; announces visitors to employees, and answers and directs phone calls to departments within the city; Calculates fees for all residential and commercial permits and zoning applications. Prepares and distributes statistical reports; receives and processes a variety of applications. Assists customers with completion of forms/documents; refers public to appropriate agencies if necessary; interprets procedures, zoning ordinances and building codes; issues building permits and certificates of occupancy for residential and commercial building; issues receipts and balances cash received; maintains log of issued permits and inspections; reviews, analyzes and researches site plan reviews, short plat conditions; performs research regarding permit applications to assure compliance with established ordinances; ensures necessary technical support materials are completed; provides backup for review of legal descriptions. Assist Permit Manager with continuous improvement to permit processing procedures, tracking Demolition Work Program deadlines, tracking Certificate of Occupancy permit deadlines; assists Planning and Zoning with letter/forms/books and accepting and logging applications for Planning Commission, Board of Adjustment, and Historic Landmark Commission. Must be able to effectively multi-task while maintaining attention to detail and demonstrate the ability to provide exceptional customer service in all interactions.

Working Conditions

This position requires 100% on-site work. Fast-paced office environment. Must be available to work 8:00 a.m. to 5:00 p.m., Monday thru Friday. Must be available to work overtime as needed. Regular and reliable level of attendance is expected.

Minimum Essential Qualifications

Knowledge: Knowledge of City codes and ordinances, City permit process, procedures and requirement; standard office practices and procedures; business English, spelling and arithmetic; record keeping and bookkeeping methods and procedures is highly desirable.

Skills/Abilities:
Ability to accurately explain policies, procedures, laws, regulations, codes and ordinances; read and interpret maps, drawing of plots, building sites, water and sewage systems; have communicate effectively and maintain harmonious relationships with other employees and the general public; operate office equipment and machinery; organize and maintain records; apply sound judgment in making decisions independently in accordance with established policies, procedures and regulations; must be able to effectively handle multiple tasks while maintaining attention to detail; must demonstrate the ability to provide exceptional customer service in all interactions. Bilingual candidates are preferred to serve our diverse community.

Physical Requirements:
Constantly sees and hears; frequently sits, stands, walks, writes, uses a calculator, PC and enters data; infrequently lifts, carries, drags, pulls or pushes objects weighing up to 30 lbs.; operates automobile, camera, compute equipment, measuring equipment and office equipment.

Education/Experience:
Graduation from high school or a GED equivalent. Two (2) or more years of responsible related experience in bookkeeping and/or general office work or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Cash management experience preferred.

Other

This position requires 100% on-site work. Must possess a valid Class C driver’s license with a good driving record. Other state valid Driver’s License equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver’s license. Applicant selected for hire will be subject to a background investigation and drug/alcohol screen test.
