In this role, you'll oversee daily operations at the City of Bastrop pool facility, supervise our dedicated lifeguard and customer service staff, and ensure everyone has a fantastic experience throughout the summer.
Under the general direction of the Director of Parks & Recreation, you'll be responsible for the overall daily operation, administration and supervision of the facility. This includes ensuring a safe and clean environment, managing budgets, overseeing programming, maintaining compliance with health and safety regulations, and delivering exceptional customer service. Operations & Facility Management:
- Oversee daily pool operations, including opening and closing procedures.
- Ensure facility cleanliness, safety, and proper maintenance.
- Inspect pool and surrounding area for general maintenance needs and assign necessary duties to staff.
- Ensure highest water quality, sanitary conditions and optimum pool performance.
- Conduct water chemical testing to monitor, maintain, and document water quality to ensure compliance with state and local health regulations.
- Coordinate routine maintenance and repairs with Parks & Recreation staff or contractors.
- Maintains adequate inventory by ordering all necessary chemicals, supplies and equipment.
- Compile and submit operating reports which include daily receipts, attendance, and accident and emergency rescue reports.
Staff Supervision:
- Recruit, hire, train, schedule, supervise lifeguards and customer service staff.
- Ensure staff productivity and quality standards.
- Implement and enforce staff policies and procedures.
- Maintain employee records, attendance, training, disciplinary, and other personnel actions.
- Conduct regular staff meetings and in-services.
- Ensure proper lifeguard coverage at all times.
Safety & Compliance:
- Enforce all pool and aquatic facility rules and regulations.
- Act to immediately resolve emergency situations as required.
- Conducts periodic emergency drills.
- Ensure compliance with local, state, and federal health and safety standards.
- Respond to emergencies and complete incident/accident reports.
- Maintain required certifications and ensure staff certifications remain current.
- Take appropriate actions including suspension from the pool when necessary for patrons who flagrantly disobey rules.
Financial Management:
- Assist in preparing and managing the annual operating budget.
- Monitor revenues and expenditures.
- Oversee cash handling procedures and daily deposits in accordance with established cash handling procedures.
- Track facility attendance and program participation.
Programming & Community Engagement:
- Responsible for pool schedule and effective use of aquatic facility.
- Develop, coordinate and supervise aquatic programs such as swimming lessons, water aerobics.
- Supervises, coordinates, and occasionally conducts special events activities within pool area.
- Conduct and coordinate all activities within pool area.
- Remain available for all special events.
- Address patron concerns and provide high quality customer service. .
- Direct and assist staff in explaining rules and operating procedures to pool users.
Administrative Duties
- Maintain accurate records and reports.
- Prepare end-of-season reports and operational summaries.
- Attend department and municipal meetings as required.
- Perform other duties as assigned.
SPECIAL REQUIREMENTS
- Must be available to work holidays, weekends, or after hours for special events, or meetings as required.
- Regular and consistent attendance for the assigned work hours is essential.
- Time scheduled off should be managed so as to not interfere with the ability to accomplish tasks, including special projects and assignments.
- Dependable transportation to ensure the ability to meet assigned work schedule.
MINIMUM QUALIFICATIONS
- Must be at least 18 years of age by start date.
- Must pass pre-employment screening and swim tests.
Education, Training and Experience:
- High school diploma or GED required.
- Associate’s or Bachelor’s degree in Recreation Management, Physical Education, or related field preferred.
- Minimum of 2-3 years of experience in aquatics or pool management.
- Supervisory experience preferred.
Licenses and Certificates:
- Current Lifeguard, CPR/AED, and First Aid certifications for the professional rescuer required, or ability to obtain such by pool opening date.
- Certified Pool Operator or Aquatic Facility Operator certification preferred but not required.
- Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
SUPPLEMENTAL QUALIFICATIONS
Knowledge of:
- General pool safety practices and procedures, current techniques of emergency action protocols for lifeguarding, first aid, and CPR.
- Current Federal, State and Local laws, codes and regulations of pool operations preferred.
- Knowledge of pool chemistry and filtration systems.
Skill/Ability to:
- Strong leadership and supervisory skills.
- Establish and maintain effective working relationships and rapport with employees, volunteers, supervisors, Parks and Recreation Director, and the general public.
- Learn equipment and supply use and care.
- Follow established rules, guidelines.
- Obtain First Aid and CPR/AED certification.
- Handle requests, inquiries and complaints in a cooperative and constructive manner.
- Communicate effectively both orally and in writing.
Physical Requirements include but are not limited to:
- Work outdoors and under a variety of weather conditions and irregular hours.
- Visual and auditory sensory perception.
- Excellent swimming skills to include rescue techniques.
- During rescue operations or training, it will be required to lift, carry, pull and/or push a person, with assistance if needed.
- Frequent sitting, standing or walking for extended periods of time.
- Constant alert and careful viewing of pool.
- Ability to lift up to 50 pounds.
- Occasional strenuous physical activity, including carrying, pulling, pushing, dragging, and holding up to 30 pounds. of furniture/equipment.
- Exposure to large crowds and noises are possible.
- Some tasks require exposure to strong and/or toxic chemicals.
