Job Purpose/Summary

Under close supervision, to perform routine tasks and duties in assisting in developing long range land use plans, evaluating current land use requests, conducting various planning studies, and providing planning information to the public.

Essential Functions

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Under close supervision, this entry-level position in the professional Planner series assists in providing planning information to the public, developing long-range land use plans, and evaluating current land use requests. Incumbents receive substantial training in the principles, methods, and procedures essential to professional planning work. Assignments are typically routine, less complex, and subject to detailed review, with oversight decreasing as experience is gained.

  • Assists with training, work instructions, or project direction for new staff members.
  • Take phone calls and inquiries from the public and other agencies; provides assistance to walk in customers at the counter.
  • Observes and complies with City and mandated safety rules, regulations, and protocols.
  • Reviews development proposals, applications, and other requests made to the Planning Department for conformance with appropriate zoning regulations; prepares reports and make recommendations.
  • Participate in receiving and processing site and design plans, rezoning permits, plan amendments, use permits, environmental clearances, and business licenses.
  • Provides information and assistance to developers, property owners, and the general public regarding planning procedures, requirements, and regulations.
  • Reviews, investigates, and processes applications for subdivisions, housing projects, and commercial developments to ensure conformity with applicable laws, policies, regulations, and procedures.
  • Collects, analyzes, and presents data related to land use, zoning, urban design, population trends, transportation, housing, redevelopment, and community service needs.
  • Prepares written and oral reports for the City Council, Planning Commission, Community Development Director, and other committees or commissions.
  • Assists with the review, development, and revision of plans, ordinances, and environmental impact reports.
  • Conducts field surveys, site inspections, and investigations as needed.
  • Compiles and interprets data related to environmental, social, economic, housing, community, and demographic trends.
  • Performs other duties as assigned or required.

Knowledge of:

  • Basic purposes and functions of a planning department or transportation planning.
  • Basic research methods and elements of report writing; statistical methods and their uses.
  • Applicable city, county, state and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
  • Knowledge of municipal planning trends and concepts.
  • Knowledge of statistical analysis and mathematical concepts related to planning.
  • Knowledge of terminology, symbols, methods and techniques used in planning and map drafting.
  • Modern office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability To

  • Read, understand, interpret, and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
  • Effectively assess and prioritize a variety of assignments simultaneously.
  • Work within deadlines to complete projects and assignments.
  • Analyze and evaluate data and prepare comprehensive reports.
  • Communicate clearly and concisely.
  • Gather and analyze data; reason logically, draw valid conclusions, and make appropriate recommendations.
  • Establish and maintain effective working relationships with co-workers, staff, vendors, contractors, visitors, the general public, and others having business with the City of Banning.
  • Work independently and as a team member.

Typical Qualifications

Minimum Qualifications:

  • A Bachelor’s degree preferably with major coursework in Urban Planning or Public Administration, or a related field from a regionally accredited college or university.

License And Certification Requirements

  • Valid Class C California Driver License
  • Successful completion of a pre-employment background check is required.

Working Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The regular work schedule is generally Monday through Friday, flexible start time, but may include some weekends for special events. May be required to work outside the traditional work schedule. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level in the work environment is usually quiet while in the office and moderately loud when in the field. Occasional attendance at meetings before or after regular work hours is required.

While performing the duties of this classification, an incumbent is regularly required to use hands and fingers to handle and/or feel. The employee is frequently required to talk, hear, and to sit and reach with hands and arms. Work is primarily performed in an office environment requiring prolonged sitting or standing; walking, kneeling, crouching, squatting, stooping, and bending; inputting data into a computer terminal; exposure to computer glare, vibrations, and pitch; lifting, carrying, and regularly lift and/or move up to ten (10) pounds, frequently lift and/or move up to twenty-five (25) pounds in weight; use hands to finger, handle or feel; reach with hands and arms and have mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed.

RETIREMENT: New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% @ 60 Plan and 3 Year Average formula. New hires with no CalPERS service as of January 1, 2013, will pay 6.2% of the employee rate and will be subject to the 2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security.

AGENCY SHOP/DUES DEDUCTIONS: Employees may choose to join Teamster Local 1932 Mid-Management and Professional Unit and pay their service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of Teamsters Local 1932.

CITY PAID BENEFITS: City employees can participate in an employer paid CalPERS mid-tier HMO Healthcare Plan. Participating employees also provides cafeteria benefit money to use for dental, vision, life, disability insurance, and supplemental benefits. r. Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency.

LIFE/DISABILITY INSURANCE: The City pays for a basic life insurance policy in the amount of $150,000. Employees pay for short and long term disability plans with a 7-day elimination period.

HOLIDAYS/VACATION/SICK/BEREAVEMENT LEAVE: City employees receive thirteen (13) paid holidays, plus one (1) floating holiday per year. After completion of probation period: Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days. Twelve (12) days of sick leave per year. Up to five (5) working days of bereavement leave for immediate family members.

OTHER BENEFITS: $275/mo. for possession of a Master's Degree. $350/mo. vehicle allowance.

DIRECT DEPOSIT: The City has a mandatory policy for all employees of direct deposit of payroll checks.
