Job Summary

The City of Baltimore is seeking a highly skilled and strategic Salesforce Portfolio Manager to lead the planning, governance, and delivery of Salesforce initiatives across City agencies. This critical role serves as the product owner for the City’s Salesforce ecosystem — responsible for defining the roadmap, managing a portfolio of projects, enforcing operational standards, and ensuring the platform delivers secure, scalable, high‑impact solutions.

The Salesforce Portfolio Manager will guide a team of developers and administrators, partner closely with agency stakeholders, and ensure all Salesforce work aligns with enterprise architecture, security requirements, and long‑term City‑wide technology goals. The successful candidate will bring strong product leadership, deep Salesforce expertise (especially ServiceCloud), and the ability to translate complex business needs into well‑designed, sustainable solutions.

Essential Functions

Portfolio Leadership & Product Ownership

  • Lead the strategic roadmap for all Salesforce initiatives, ensuring alignment with City‑wide priorities and long‑term product vision.
  • Manage a portfolio of Salesforce projects, balancing competing priorities, dependencies, and resource constraints.
  • Define and enforce platform governance, including intake, prioritization, release planning, and quality standards.
  • Drive iterative, high‑quality delivery through structured processes, documentation, and continuous improvement.

Solution Design & Platform Architecture

  • Oversee the design of scalable Salesforce solutions, including data models, automation, ServiceCloud functionality, and integrations.
  • Ensure platform architecture aligns with enterprise standards, security requirements, and best practices.
  • Review and approve solution designs, configuration approaches, and technical specifications.
  • Partner with the Information Security team to ensure Salesforce security controls protect sensitive City data.

Operational Management & SOP Enforcement

  • Establish and enforce Standard Operating Procedures (SOPs) for development, testing, deployment, and change management.
  • Ensure consistent documentation, version control, release notes, and platform maintenance practices.
  • Conduct regular platform health checks, technical debt assessments, and optimization reviews.
  • Maintain oversight of integration security, API usage, and data governance practices.

Team Leadership & Development

  • Lead, mentor, and evaluate Salesforce developers and administrators.
  • Set performance expectations, provide coaching, and ensure adherence to delivery and quality standards.
  • Foster a collaborative, accountable, and growth‑oriented team culture.
  • Coordinate workload distribution and ensure timely delivery of enhancements and support requests.

Stakeholder Engagement & Requirements Management

  • Serve as the primary liaison between BCIT and City agencies for Salesforce needs.
  • Facilitate requirements gathering, process mapping, and solution design workshops.
  • Translate complex business needs into clear, actionable technical requirements.
  • Communicate platform capabilities, constraints, and best practices to non‑technical stakeholders.

Minimum Qualifications

Education: Bachelor’s degree in Information Technology, Computer Science, Business Information Systems, or a related field.

Experience:

  • 7 years of experience in systems design, application development, or enterprise platform management.
  • 3 years of supervisory experience (hiring, performance management, coaching, discipline).
  • Demonstrated experience managing a portfolio of technology initiatives or leading product lifecycle management.
  • Explicit, hands‑on expertise with Salesforce ServiceCloud (required).

Technical Knowledge:

  • Strong understanding of Salesforce configuration, automation, security model, and platform governance.
  • Experience with data modeling, integrations, API usage, and enterprise architecture principles.
  • Ability to evaluate technical designs, enforce standards, and guide solution architecture.

Preferred Qualifications

  • Experience launching or managing Salesforce Public Sector Solutions (PSS).
  • Professional certifications such as PMP or CISM.
  • Experience working in government, public sector, or large enterprise environments.
  • Familiarity with Agile methodologies, product management frameworks, and platform governance models.
