Job Summary:

The Department of Legislative Reference (DLR) is a non-partisan resource for residents and City agencies alike. We research and draft legislation on behalf of the City Council. We work in partnership with City agencies turn policy into regulations. We help City agencies properly manage their records and preserve their history in the City Archives.

Legislative Reference Services (Service 106) furnishes information, conducts policy research, and drafts laws and regulations for legislators, public officials, and citizens. The goal of this service is to assist legislators, public officials, and residents access and analyze information pertaining to City code. Activities performed by this service include: drafting all legislation for the Mayor and City Council, editing, compiling, and publishing the City Charter, Public Local Laws, City Code, and Code of Baltimore Regulations Annotated; and collecting, indexing, and making accessible information upon which to base legislation or to guide administrative officials in performing their duties.

Essential Functions:

  • Transcribes, formats, and edits agency regulations to comply with the Administrative Procedure Act style guide
  • Assists in all aspects of promulgating regulations and codifying the same in the Code of Baltimore Regulations Annotated
  • Assistance in preparing the COBRA Register, published monthly
  • Facilitate meetings with agency stakeholders to review and edit regulations to ensure compliance with the Administrative Procedure Act style guide
  • Assists in researching, revising, and drafting ordinances and resolutions for members of the City Council, the Mayor, the Comptroller, City agencies, and members of the public (regarding zoning matters).
  • Drafts amendments to legislation being considered by the City Council. This involves working cooperatively with and advising the staff of the Office of Council Services, working directly with City Councilmembers or members of other agencies, such as the Law Department, to ensure that the amendments are legally sufficient
  • Assists in copy editing the City Code, Ordinances and Resolutions volumes, the Journal of the City Council.
  • Assists in maintaining the Department’s website, including the digital publication of City reports and other written products produced by the City.
  • Responds to inquiries from the public or City elected officials or agencies regarding legislative matters which are or have been before the City Council
  • Responds to inquiries about current City Code, COBRA, or questions of general factual information
  • Assists in Department administration tasks as directed

Minimum Qualifications:

Education: Master’s Degree or Juris Doctorate from an accredited college, university, or law school preferred.

AND

Experience: Applicants should have superior editing and writing skills and a demonstrated ability to work quickly and thoroughly under deadline pressure

This position requires commitment to impartial analysis of controversial issues, meticulous attention to detail; factual accuracy

Knowledge, Skills, & Abilities:

  • Demonstrated ability to perform editing functions with strong reading comprehension and knowledge of proper spelling, grammar, syntax, and formatting
  • Ability to perform detailed work accurately, use time effectively, and work well under pressure and rigid deadlines
  • Knowledge of the organizational and legislative processes of Federal, state and local government.
  • Knowledge of legal research and documentation techniques
  • Competency with standard computer programs, including word processing
  • Ability to establish and maintain effective working relationships with others
  • Ability to communicate effectively, both orally and in writing

Additional Information

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
