Job Summary

The Baltimore City Health Department (BCHD) seeks a Peer Educator. This individual should have a background in substance use disorders and their various treatment modalities, harm reduction, sexually transmitted diseases, and HIV prevention to work full-time (40 hours per week) with the Community Risk Reduction Services team. The work involves conducting strategic street-based outreach activities to provide health education and risk reduction counseling, and overdose response training to program participants and various other community stakeholders.

Essential Functions

  • Conducts street-based outreach by visiting communities and canvassing neighborhoods [via mobile health unit, backpacking, tabling, and pop-ups]
  • Develops a relationship with community residents to foster, support and encourage participation in CRRS and other BCHD programs.
  • Provides information to residents about available community resources
  • Provides health and harm reduction education to program participants and the community at large
  • Processes applications or registration forms for services
  • Conducts community-based overdose education and Narcan distribution
  • Distributes new syringes
  • Completes, organizes, and maintains required paperwork
  • Links program participants to drug treatment and other resources
  • Conducts data entry activities
  • May drive a city-owned vehicle; complete daily vehicle inspection report on van; clean exterior and interior; and may maintain all safety conditions in the van.
  • May conduct syringe surveillance and clean-up activities during outreach
  • May conduct maintenance activities associated with the sharps disposal drop boxes
  • May conduct Counseling Testing and Referral (CTR) services
  • Participate in staff meetings to brainstorm ideas for improving services and responding to participants’ needs.
  • Performs related work as required.

Minimum Qualifications

Education: Have a high school diploma or GED equivalent.

Knowledge, Skills, And Abilities

  • Experience in providing peer education services or closely related professional employment
  • Currently a Maryland Certified Peer Recovery Specialist (CPRS) or working toward certification preferred.
  • Valid Maryland Driver’s License required.
  • Strong Interpersonal skills are also required.
  • Excellent verbal and written communication skills including proven dispute resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
