Deputy Director of Policy
SALARY: $47,971 to $58,241
The Office of the Comptroller of Baltimore City is modernizing systems to increase transparency, information accessibility, government accountability, and government efficiency.
The Comptroller’s Central Office and Board of Estimates Teams work collaboratively with internal and external stakeholders to continuously improve and modernize government processes, de-mystify City business, make information available to the public, and communicate clearly and proactively with our internal and external customers. Research/ Writing/Correspondence/ Review
Conducts policy research and analysis; reviewing and analyzing the Board of Estimates agenda, and performing research and analysis of matters relevant to the Comptroller’s Office as directed.
Conducts review and detailed analysis of the Board of Estimates agenda. This work involves proofreading/editing of agenda items during initial processing and substantive analysis of the content of agenda items submitted by City agencies for approval by the Board, as well as contacting City agencies for related information, documentation and scheduling of briefings on sensitive items for the Comptroller and executive staff. Prepares for and participates in briefings on Board agenda items and attends weekly Board of Estimates meetings and Bid Openings.
Researches, reviews, analyzes and prepares recommendations on policy issues for the Comptroller, Chief of Staff, and Director of Policy. This work includes review and analysis of City administrative policies and procedures and internal operating procedures.
Drafts a variety of written documents including office policies and internal memos. This position also performs special and confidential projects for the City Comptroller and prepares special reports on sensitive issues as directed.
Understands BOE transactional data and works closely with the Comptroller’s Data Manager and Communications team to analyze trends and impacts on current City policies and practices.
Supports, as needed, all administrative BOE functions including:
- Franchise Notes & Insurance & Pawnbroker/ Auctioneers
- Document retention and management – including support of public information requests
- Scheduling as need to support the Comptroller and BOE Policy and Operations Teams
- Supports Central Office Team as need to address constituent inquiries, support tracking and draft appropriate responses
Ceremonial
Represents superior(s) at meetings, conferences and other gatherings to collect or present information.
Assists in producing citations and resolutions.

Desirable Education and Experience
The combined equivalent of an associate’s degree from an accredited college or university and/or three years of experience in public administration or experience as a legal administrative assistant, paralegal, or law clerk.
