Salary Range: $52,362 - $83,731 ANNUALLY

Starting Pay: $52,362 - $68,046.50 ANNUALLY

Hours: Full Time, 40 hours a week. (Must be available for some evening & weekend hours)

Job Summary

The Office of City Council President is seeking a dynamic, community-centered professional to join our fast-paced, mission-driven team as a Deputy Director Community Impact. The Deputy Director Community Impact plays a critical leadership role organizing the operations of the community impact team, managing complex sensitive multi-stakeholder events, and advancing equitable service delivery across Baltimore neighborhoods. This role supports strategic planning, oversees day-to-day constituent operations, builds community partnerships that strengthen trust between residents and local government, and participates in projects across the Office of City Council President which may include projects related to data and policy. This position offers a unique opportunity to contribute to a bold vision of making Baltimore “The Greatest City in America” through innovation, advocacy, and meaningful community engagement.

Essential Functions

  • Own the operational excellence of the Community Impact team ensuring that all projects have plans, benchmarks, and deadlines, that team members are aware of and adhering to deadlines, and that project stakeholders receive proactive communication that instills confidence in the Community Impact team’s project management and efficacy.
  • Proactively and independently design, manage, and execute complex multi-stakeholder initiatives and events
  • Develop and maintain partnerships and relationships with community organizations, neighborhood associations, nonprofits, service providers, foundations, government agencies and any other stakeholders with whom the Office of City Council President may engage.
  • Staff the Council President’s office at public events and specified meetings.
  • Maintain case management systems, reporting dashboards, service protocols, and organization of team files.
  • Work across city agencies to coordinate constituent service responses and escalate issues
  • Lead special projects that advance the Community Impact Team goals
  • Prepare briefings, reports, and recommendations for senior leadership
  • Track community feedback and develop performance improvement strategies
  • Work across teams to support endeavors across Office of City Council President departments including policy research, analysis, and memo drafting.

Education And Experience Requirements

  • Bachelor’s degree OR equivalent work experience in public administration, social services, community engagement, or related fields
  • Minimum 5 - 7 years of experience in constituent services, community engagement, or public service

  • Demonstrated ability to supervise staff and manage workflows
  • Experience working with diverse communities and high-need populations
  • Proven ability to work effectively with individuals in crisis or high-stress situations
  • Strong verbal communication skills, particularly over the phone
  • Excellent judgment and decision-making abilities
  • Demonstrated sense of urgency and responsiveness
  • High level of organization and attention to detail
  • Flexibility and adaptability in a fast-paced, dynamic work environment

BACKGROUND CHECK

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

PROBATION

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
