Job Summary

The Chief of Special Projects, Fiscal & Strategic Advisor, reports directly to the Director of Public Works and serves as a senior leader responsible for driving high‑impact, cross‑functional initiatives that strengthen operational performance, fiscal stewardship, and organizational effectiveness. The role operates across all DPW divisions, addressing complex challenges that fall outside traditional structures and require strategic coordination, analytical rigor, and executive‑level judgment.

Essential Functions

  • Lead multi‑division initiatives.
  • Develop scopes, timelines, and KPIs
  • Diagnose bottlenecks.
  • Brief executive leadership.
  • Conduct fiscal analysis.
  • Evaluate consultant/contractor spending.
  • Deliver a plan to reduce contractual/consultant services by 5% through insourcing, consolidation, or elimination.
  • Improve BOE submissions.
  • Streamline procurement workflows.
  • Standardize templates and processes.
  • Advise the director on strategic issues.
  • Coordinate across divisions.
  • Prepare executive‑level materials.
  • Build dashboards.
  • Track KPIs
  • Conduct after‑action reviews.
  • Support agency‑wide performance improvement.

Minimum Qualifications

Education: A bachelor’s degree in public administration, business administration, finance, public policy, economics, management, or engineering is required. A master’s degree (MPA, MBA, MPP, finance, or engineering management) is strongly preferred. Certifications such as PMP, lean six sigma, CGFM, or CPM is desirable.

AND

Experience: Have seven years of experience in administrative or professional work, two years of which must have included supervision or project management.

Preferred experience: Experience leading complex, cross‑functional initiatives in government, infrastructure, or operations. Experience with procurement, contracting, or public‑sector financial management preferred.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, And Abilities

  • Strong analytical, organizational, and problem‑solving skills.
  • Ability to influence without direct authority and navigate complex bureaucratic environments.
  • Excellent communication skills for executive‑level briefings and technical translation.

First‑year performance expectations:

  • Deliver a 5% reduction plan for contractual/consultant services.
  • Establish a standardized, efficient BOE submission process.
  • Launch three major cross‑departmental initiatives.
  • Implement a department‑wide project tracking and reporting system.
  • Produce quarterly executive briefings on progress, risks, and recommendations

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
